- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center, Division Newport intends to award on a sole source basis, a Firm Fixed Price contract to Rite Solutions, Inc for services in support of software modification of the SIM/STIM for the Virginia Class Submarine. Modifications are required as a result of sea trails and dockside testing performed on 4 previous ships. Specifically, for ship 5, the changes are to Information Assurance (IA), contact sensor reports, navigation data distribution, Combat System Contact Display frame of reference and ship control requirements. Rite Solution has been involved in the development of current Sim/Stim software. Their detailed knowledge of Virginia Class Sim/Stim functionality makes Rite Solutions, the only source that can meet the Government?s requirements on schedule. Our department no longer issues solicitations or amendments in paper form. Instead, they may be accessed at our web site http://www.npt.nuwc.navy.mil/contract/. We also provide electronic access in our Bid Room.
