Description
SYNOPSIS Afghan National Police Facilities Nimruz Province, Afghanistan The U.S. Army Corps of Engineers, Afghanistan District intends to issue a Request for Proposal (RFP) to award a Firm Fixed Price contract to design and construct a Border Police Brigade Headquarters and a Uniformed Police Provincial Headquarters in Zaranj, Afghanistan, and a Border Police Battalion Headquarters in Marase Nimrose, Afghanistan, all three sites located in Nimruz Province, Afghanistan. This project is defined as the design and furnishing of materials, labor, and equipment to construct these fa cilities, and to construct or provide for all utilities, roads, supporting buildings, facility force protection measures, site security, de-mining activities, and other features as referenced in the solicitation. The work shall include the preparation of design documents and the subsequent construction of the facilities. The facility shall include structures as shown on the design drawings and further detailed in the specifications, and contain all necessary utilities for operations. These facilities shall be designed and constructed in accordance with current building codes, safety, and security standards, in addition to applicable local standards. A partial listing of references is included herein. The contractor will prepare a site grading and drainage plan and obtain approval prior to construction. Site and UXO clearance by the contractor will be required prior to construction activity. All utilities shall be complete and operational prior to occupancy. It is the contractors responsibility to ensure that the designs are complete and are in compliance with the latest applicable buildings codes and regulations. Any time two or more statements in the RFP are in conflict; the most stringent shall apply. Oversight of the Engineer/QAR will be coordinated with the closest AED Resident office. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 236210. The contractor sh all furnish his own labor, materials and equipment to accomplish the requirements. The estimated value of the contract is between $10,000,000.00 and $25,000,000.00. The total schedule for completing the entire work is 365 calendar days after receipt of n otice to proceed. The proposed contract will be awarded using best value. Solicitation Number W917PM-06-R-0053 will be available on or about 1 August 2006.
