Description
Joint Contracting Command ?Iraq/Afghanistan, PARC-Forces, concurrent with this notice, is posting a statement of work for Medical Support Services. Information from firms interested and not interested in performing the statement of work requirements is requested. Specifically, firms are requested to answer the following: 1. Is your firm interested in this requirement, in whole or part, and if yes, what parts or the whole. 2. What portions of this PWS would you change if you had the chance? 3. Are the accreditation or standards achievable in Iraq? If no, why not? 4. What are the challenges or difficulties that have not been adequately addressed? 5. Are there cost areas that have not been addressed in the matrix? 6. Is there any feedback that you wish to give for this PWS? 7. If non-US accreditation standards or certifications were used, would this impact on the ability to obtain reimbursement from insurance companies? If yes, why? 8. Do you have an alternative approach or concept of operations to meet the same requirement? If yes, what is it? 9. Would your company be interested in participating if the Government did not provide any logistical support, but permitted your company to purchase logistics support from Government sources or acquisition vehicles? 10. What are the top ten risks associated with this acquisition? How would we mitigate these risks, if they have not already been mitigated in this PWS? 11. Do you think the allowable charges that insurance companies will reimburse will be acceptable for the successful offerror on this Contract PWS If no, why? Which insurance companies? Defense Base Act insurance fee schedules versus non DBA fee schedules? 12. If your company is not interested in this requirement based on the current PWS, what changes, if any, would induce you to participate in this requirement solicitation? 13. Do you have any rough estimates for annual costs if a. the government would provide all payments up front? b. The contractor would seek reimbursement and the Government would pay if non-payment exceeded specified standards? c. The contractor covered all costs and the Government merely provided access to its facilities, logistics sources (for reimbursement) and contracting vehicles. d. Government provided life support only and Contractor covers costs associated with the service and allowed the Contractor access to its contracting vehicles or logistics sources. Please add another scenario if desired. If you wish the Government to pay or be responsible for medical support costs in some degree, explain why you believe this is absolutely necessary and why the Government cannot recover all of the costs for providing medical care for Contractors per US Government and DOD policy. 14. Are there any issues or changes related to the physical examinations and OSHA like services that the Government would in fact pay for on a non-reimbursable basis? 15. Are there any additional services that should be included? (if yes, why?)
