- **Notice to Offerors** Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation/RFQ either before or after the bid opening/RFQ closing date. This is a pre-solicitation notice for planting a living snow fence. The solicitation will be issued as a request for quote (RFQ) for commercial items under Federal Acquisition Regulation (FAR) Part 13; Simplified Acquisition Procedures. The contractor shall provide all management, tools, supplies, equipment, transportation, licenses, insurance, permits and labor necessary to perform the requirements as listed. The purpose of this service is to install a living snow fence north of the outdoor recreation building on Grand Forks AFB. Items for this project include the following tasks: 1) Preliminary ground work to reduce competition from weedy species, conserve moisture, and make planting easier, 2) plant trees and shrubs according to the methods of the local natural resources soil conservation district and follow the provided government design (see attachment < will be provided later in RFQ>), and 3) post planting care to include weed control, watering, pruning, and wildlife control. Further project clarifications, will be provided in a statement of work (SOW) and associated diagrams. This procurement will be a total small business set-aside. The North American Classification Code (NAICS) for this requirement is 541320. The government anticipates the issuance of the solicitation, SOW and all supporting documentation no later than 20 July 2006, 1700 hrs CST on the Federal Business Opportunities website http://www.fbo.gov/. No paper copies will be issued.
