Description
The Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, Center for Mental Health Services through the Division of Acquisition Management, Program Support Center intends to award a 12 month sole source simplified acquisition to the Suicide Prevention Action Network USA (Span USA), 1025 Vermont Ave., NW., Suite 1066, Washington, DC 20005. The authority for this noncompetitive award is set forth in FAR 13.106(b). This contract will support an effort to establish and convene the initial meetings of a national Action Alliance for Suicide Prevention (AASP), comprised of stakeholders from the public and private sectors, including the recruitment of members of an Executive Committee that will take the lead in designing the further development and expansion of the Action Alliance. To facilitate and sustain communication between and among SAMHSA and its public and private suicide prevention partners, the contract will also develop and implement a communications vehicle for informing potential Alliance members and other stakeholders regarding the development, mission, and activities of the Alliance. Statement of Work: the contractor shall furnish, or subcontract for, all necessary labor and consultations, equipment and services, and perform the work described below. All work under the contract shall be monitored by the Government Project Officer (GPO). All materials and reports produced under this project shall be the property of the Federal Government, which includes the Center for Center for Mental Health Services (CMHS), and the Substance Abuse and Mental Health Services Administration (SAMHSA). The GPO may terminate the contract with a written 30-day notice, if at any time during the contract period the tasks are not completed in a satisfactory or timely manner. The contractor shall submit a complete and detailed Work Plan designed to meet the purpose and objectives of the contract and to carry out its specific delineated tasks. The contractor shall, in consultation with SAMHSA, actively recruit members for the Executive Committee and for the larger Partners Committee of an Action Alliance for Suicide Prevention (AASP). The contractor shall develop a communications vehicle for informing potential AASP members and other stakeholders regarding the Alliance development, mission, and activities. The contractor shall work with SAMHSA staff to plan, prepare for, coordinate, co-convene, and execute four meetings of the AASP. The contractor shall serve as liaison for the AASP, facilitating communication between SAMHSA and members of the National Council for Suicide Prevention, as well as other stakeholders. The contractor shall submit a final report to SAMHSA summarizing the project, along with recommendations for next steps and the sustainability of the AASP. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
