- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ60044 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. This is a total small business set-aside. The NAICS is 541930 with a size standard of $6.5 million. Delivery and acceptance will be at Bethesda, Maryland. The National Institute on Drug Abuse on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) has a requirement for Spanish translations of 8 brochures on various neurological topics. The NINDS requests that the following brochures be translated from English into Spanish: 1. Parkinson?s (13,004 English words) 2. Neurological Diagnostic Tests (4,954 English words) 3. Pain (10,734 English words) 4. Spina Bifida (2,553 English words) 5. Narcolepsy (4,152 English words) 6. Cerebral aneurysms (2,890 English words) 7. Encephalitis/Meningitis (3,632 English words) 8. Tremor (2,612 English words) The NINDS will provide the contractor with electronic Word documents and hard copies of these eight (8) brochures in English. Translations will be submitted to the NINDS (as electronic Word documents) on the following schedule: 1. Parkinson?s: due to NINDS 2 months (40 working days) after issuance of contract 2. Neurological Diagnostic Tests: due to NINDS 3 months (60 working days) after issuance of contract 3. Pain: due to NINDS 4 months (80 working days) after issuance of contract 4. Spina Bifida: due to NINDS 5 months (100 working days) after issuance of contract 5. Narcolepsy: due to NINDS 6 months (120 working days) after issuance of contract 6. Cerebral aneurysms: due to NINDS 7 months (140 working days) after issuance of contract 7. Encephalitis/Meningitis: due to NINDS 8 months (160 working days) after issuance of contract 8. Tremor: due to NINDS 9 months (180 working days) after issuance of contract The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. Offerors are requested to provide a minimum of 2 sample documents that the offeror has translated into Spanish and covers a healthcare topic. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Prior experience producing Spanish-language translations on medical/healthcare topics. 35 points (2) Ability to deliver translations free of typographical errors. 30 points (3) Ability to meet deadlines. 15 points Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due July 28, 2006 3:00 PM EST and will be submitted to Susan A. Nsangou, Contracting Officer, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892. AMENDMENT 01 DATED JULY 14, 2006 Amendment 01 Request for Quotations (RFQ) 60044 Spanish Translation of Neurological Topic Brochures For ease of vendors, common questions have been combined. 1. We are very interested in participating in the above referenced RFQ. We were only ably to find a limited amount of information (included below) and would like to receive the complete bid package. Could you please provide a copy of the bid package or some direction to guide us through the process? The entire bid and solicitation is contained in the synopsis. 2. I would also like to ask you if the Spanish translations will be used in the US, Spain or any specific country in Latin America. This will allow us to determine who the best translators will be for this project. Are they targeted to Spanish speakers in the United States or in another country? If so, which country Who is the target audience for the brochures? Are they intended for the general public, medical professionals, etc.? The brochures are intended for Spanish speakers in the US. The translations should be understandable by anyone fluent in Spanish, regardless of country or origin. The target audience can be health professionals or laypersons. 3. Are there any limitations to sub-contracting out this language translation service? Pursuant to FAR 52.219-14, Limitations on Subcontracting, (b) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for? (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. 4. I was wondering if NINDS (NIDA) has a need for the contractor to provide desktop publishing for the brochures or if the institute has its own DTP personnel who will be responsible for ensuring that the translated text is incorporated into the brochure. Will formatting also be involved? Is there any formatting or desktop publishing involved in this project? Currently, the NINDS does not need a desktop publisher. 5. Is it known how available the POC for the project will be in the event there are questions from the project management staff? The POC will be available to review the documents once completed. 6. How many pages do you want to see for each sample of previous work? There is no page limit on the samples. 7. Reading it over, we notice that the evaluation of bids is based on 1) Prior experience (35 points), 2) delivery of translations free of typos (30 points), and 3) meeting deadlines (15 points). These add up to 80 points. What are the remaining 20 points based on? The Government acknowledges its 80 point scale and will maintain the 80 point scale. 8. Is there a form that must be completed in addition to the (2) sample documents? Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition Where can we access the various provisions that are applicable to this RFQ With regard to the RFP response, will there be a specific format that we should follow? On the other clauses; 52.212-3 through 52.212-5, I have not found any space to write our information or signature. Do, I simply print out and attach it to our proposal without putting any information Is there a specific format that the proposal should be submitted or is there a form to fill in? All the provisions can be found at www.arnet.gov/far. The provision of Federal Acquisition Regulation (FAR) 52.212-2 need not be submitted since it is instructions to the offerors. FAR 52.212-3 is to be completed and submitted. FAR 52-212-4 and 5 need not be submitted. Standard Form 1449 is to be completed in addition to the provisions. Additional text in addition to the form should be submitted so that the sufficient information can be submitted in order to evaluate proposals against the stated evaluation criteria. Has it page limitation and hoe many hard copies shall we submit? There is no page limit. 10. Would it be possible to see a sample of these brochures? If the institute uses existing templates for the brochures, have they been localized (culturally adapted) to the target audience? The sample brochures are available upon request.
