Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ60042 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. This is a total small business set-aside. The NAICS is 541810 with a size standard of $6.5 million. Delivery and acceptance will be at Bethesda, Maryland. Period of performance will be July 30-December 31, 2006. The National Institute on Drug Abuse on behalf of the National Institute on Mental Health (NIMH) has a requirement for Clinical Recruitment Advertising in print, display and video format. Specifically, the NIMH has a requirement for: 1. Five 3 column by 10 inch ads in the University of Maryland Diamondback newspaper 2. Six Quarter Page Ads Black and White City Newspaper 3. Six Quarter Page Ads Black and White in the Washington Jewish Week Newspaper 4. Eight Movie Theater Advertising in Silver Spring 5. Sixteen Movie Theater Advertising in Rockville 6. Eight Movie Theater Advertising in Wheaton 7. Two Movie Theater Advertising in Bethesda 8. Two Movie Theater Advertising in Gaithersburg 9. Three Television Ads: 5 spots per week per network, Comcast Cable, Montgomery East and Central, HGTV, LIFE, A&E, DISC, Food, Style, Weather, Comedy, News Channel* The NIMH will provide the contractor with the advertising format. The provisions at FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Prior experience accessing outlets for clinical recruitment advertising 35 points (2) Ability to advertise in simultaneously in print, display and video format with a prescribed advertisement 35 points (3) Ability to meet deadlines. 20 points (4) past performance in increasing awareness of patient recruitment through advertising. 10 points. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due July 25, 2006 3:00 PM EST and will be submitted to Susan A. Nsangou, Contracting Officer, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
