Description
The Centers for Disease Control and Prevention, NIOSH, Health Effects Laboratory, Morgantown, WV has a requirement a submicron particle size analyzer capable of measuring mixtures of different sized particles using multiple angle positions of laser light scattering. In addition the instrument must have the capability to do rapid single scans which are necessary to measure rapid changes in the particle sizes of our samples as particles attach to each other in the solution. The Model N5 Submicron Particle Size Analyzer manufactured by Beckman Coulter is the only known instrument that will meet our needs. Other instruments in the marketplace provide a reflected laser analysis, but do not have multi-angle positions for the laser which allows for highly accurate analyses of the size distribution of the particles combined with rapid single scans. Responsible sources that believe they can provide an instrument capable of the performance specifications identified are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice their written specifications and supporting information in the format they choose, not to exceed 10 pages. Please submit capabilities and supporting information to: Brenda L. Goodwin, REFERENCE: HCCC-2006-34429, CDC/PGO/AAFB, 1095 Willowdale Road, Morgantown, WV 26505, voice 304/285-5882, fax 304/285-6083 or e-mail bcg1@cdc.gov. The Government will review any/all information submitted and determine if other qualified sources (technically compliant with the stated performance specifications) do exist. Information received in response to this notice will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, per FAR 13.106-1(b)(1),negotiations will be on a sole source basis conducted solely with Beckman Coulter, Fullerton, CA, as the only company meeting our needs and a purchase order will be issued without any additional notices being posted.
