Description
The Centers for Disease Control and Prevention, NIOSH, Pittsburgh Research Laboratory has a requirement to purchase 100 reuseable modular self-contained self-rescuer (SCSR) live training units (SR-T, P/N Q152501001) and associated SR-T canister assembly (P/N Q152502001) which accurately recreates the experience of using a SCSR in a mining emergency. The need for this device has developed due to the recent mining disasters. GENERAL DESCRIPTION The CSE SR-T Training Unit is a live training unit designed for use in conjunction with the CSE SR-100. The SR-T accurately recreates the experience of using an SR-100 also known collectively as Self-Contained Self-Rescuer (SCSR) in an emergency situation. Training with the SR-T will give the user a chance to experience the sensations that are common with CSE?s SR-100. The SR-T has been designed to operate for 10 - 15 minutes. During this span of time, the user will experience the pressure and temperature sensations that occur towards the end of the rated duration of the SCSR. The user will also have the opportunity to practice the CSE SCSR Manual start-up procedure. This procedure is detailed in the SR-100 Manual, and may be needed if the oxygen bottle in the SCSR is prematurely deployed. All of these factors will help raise the users knowledge and confidence should he ever be faced with a circumstance in which the SCSR must be donned. The SR-T is similar in function to the full sized SCSR. The SR-T utilizes a bi-directional breathing pathway through a chemical bed which replenishes the oxygen in the users exhaled breath while simultaneously removing the carbon dioxide. Unlike the SR-100, the SR-T has been specially designed to be a modular system. This innovative design allows the breathing canister to be removed and discarded after use, while the other components can be reused. There is no other source known to exist on the market that manufactures this type of training SCSR other than CSE Corporation, Monroeville, PA. No solicitation is available. Responsible sources that believe they can provide an equal product are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice their written specifications and supporting information in the format they choose, not to exceed 10 pages. Please submit capabilities and supporting information to: Brenda L. The Government will review any/all information submitted for technical compliance with the stated performance specifications and determine if other qualified sources do exist. Information received in response to this notice will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, per FAR 13.106-1(b)(1),negotiations will be on a sole source basis conducted solely with CSE Corporation, as the only company meeting our needs and a purchase order will be issued without any additional notices being posted.
