Description
The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service, Center for Coastal Environmental Health and Biomolecular Research (CCEHBR) is issuing notice of intent to negotiate a sole source procurement with the College of Charleston (CofC) for library and technical information services for the NOAA, CCEHBR Lab located in Charleston, South Carolina. The resulting contract will be a firm-fixed price contract. The contractor shall provide scientific library and technical information services required to meet the programmatic responsibilities and assigned mission of the NOS CCEHBR. The work will shall be performed at the library of the South Carolina Department of Natural Resources, Marine Resources Division (SCDNR/MRD), the Contractor?s library, and CCEHBR. The contractor shall perform the following tasks: accommodate, maintain, and make available to CCEHBR personnel and other authorized users, the current library holdings and future library acquisitions of CCEHBR; provide library services on a normal business schedule during which SCDNR/MRD library is staffed; provide 24/7 access to the reading and study areas; procure and renew annual subscriptions to journals and other periodical publications; provide an automated catalog system to identify all Government library materials separately and distinctly from other materials co-located at the SCDNR/MRD library; provide reference materials, interlibrary loans, document delivery, and bibliographic services including manual and on-line information retrieval searches; provide for delivery of documents to CCEHBR within the constraints of extant copyright law within 24-48 hours following a request from Government personnel. Proposed contract term is for one base year plus four one-year option periods. NOS CCEHBR has a science laboratory co-located in a community of marine science institutions. The Government seeks to ensure staff access in the Charleston, South Carolina area to a comprehensive, physical library collection while providing access for select personnel to more sophisticated or extensive library services, as needed. The CofC?s library is the only identifiable source that is able to provide the on-site facilities and meet the specified requirements of CCEHBR. The CofC library is located within 600 yards from the CCEHBR?s facility and is readily accessible to CCEHBR scientific staff. The library also provides similar services to the College of Charleston Grice Marine Biology Laboratory and the NOAA Hollings Marine Laboratory, both of which are located on the SCDNR campus. Through frequent collaboration, CCEHBR, SCDNR and MRD perform environmental research. Therefore, all reference, research material and peer reviews must be easily accessible and stored in a centrally located facility. The partnership between CCEHBR and these other on-site research institutions is strengthened by the library?s crucial role in meeting a common need for distributing and sharing of scientific and technical information. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within ten days after publication of this notice. Evidence must be provided of the ability to provide required services. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. To be eligible for award offerors must have valid DUNS Numbers and be registered in the Central Contractor Registration (CCR) database.
