Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) on behalf of the National Telecommunication Information Administration (NTIA), Office of Spectrum Management (OSM) intends to negotiate on a sole source basis with David S. Anderson for the award of a Contract with a base period of 12-months and four additional 12-month option periods under FAR Part 12 Acquisition of Commercial Items. This acquisition for Other than Full and Open Competition is pursuant to the authority permitted under Federal Acquisition Regulations Subpart 6.302-1 (i), (1) Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1), ?Only one responsible source and no other supplies or services will satisfy agency requirements.? OSM is responsible for the management of the Federal Government?s use of the Radio Frequency (RF) Spectrum and is responsible for helping to develop technical operating rules for new technologies needing access to the spectrum that are intended to protect current and future federal radio communication systems. The RF Spectrum in which the Global Positioning Systems (GPS) operates is the subject of a Presidential Directive which requires NTIA to develop national policy to protect current and future GPS operations. The Contractor shall be required to provide engineering support services for task related to the Presidential Spectrum Policy Initiative. The requested services require the following technical engineering capabilities: in depth knowledge of the methods of spectrum management practiced by the National Telecommunications and Information Administration (NTIA) and the Federal Communications Commission (FCC); knowledge of the Presidential Spectrum Policy Initiative as well as all of the recommendations developed in response to the President?s initiative; knowledge of current FCC rules for emerging technologies such as ultra wideband (UWB); experience in UWB test and, measurements including peak and average power of UWB signals, evaluating UWB reports and data; technical knowledge of GPS, performing Electromagnetic Compatibility (EMC) analysis between various types of radio communications services and techniques used to measure and characterize them; knowledge of International Telecommunications Union (ITU) processes, including the procedures for the Working Party Meetings; knowledge of radio wave propagation, receiver signal processing, link budget analysis and establishing interference protection criteria for federal systems operating in various radio communication services, and knowledge of techniques necessary to measure and characterize federal systems and to collect data necessary to perform EMC analysis. Interested parties who believe they can meet the Agency?s requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above. A determination by the agency not to open competition is solely within the discretion of the agency. In accordance with FAR 5.203 a written affirmative response must be received no later than fifteen days after the publication of this synopsis.
