- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. USTDA-06-Q-11-153 is issued as a Request for Proposal (RFP) with solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11 dated July 05, 2006. The Government does not have a reasonable expectation of adequate competition within small businesses therefore this acquisition is not set-aside. The NAICS code is 541611 with business size standard of $6.5 million. A list of contract line items, description of the requirements, dates of delivery and acceptance are provided as an attachment. Provision 52.212-1, Instruction to Offerors - Commercial, evaluation criteria and other required information is provided by reference in Section L of the attached solicitation document. Provision 52.212-2, Evaluation ? Commercial Items is included and evaluation criteria are described in Section M of the attached solicitation document. Offerors are to fill out and submit with their offer provision 52.212-3, Offeror Representations and Certifications ? Commercial Items along with information concerning data entries to the On-line Representation Certification Application (ORCA). Clause 52.212-4, Contract Terms and Conditions ? Commercial Items along with Clause 52.212-5, as annotated in the solicitation document are included and addenda are applied. Offers are due as per Section L of the solicitation document on August 03, 2006 at 2:00 p.m., Washington, DC Local Time. All relevant information regarding proposal submission is in the attachments to this announcement.
