Description
This is a sources sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Naval Facilities Engineering Command Southeast (NAVFACSE) is seeking U. S. Small Business Administration (SBA) sources with current relevant qualifications, experience, personnel, equipment, and capability to perform a contract to design and construct Market Style Apartments at Naval Station, Mayport, Florida. This project is based on a contract to budget value with a minimum of 89 and a maximum of 118 new apartments consisting of two bedrooms, two baths, a full kitchen, full-size washer/dryer laundry room, and living/dining area for an occupancy loading of four persons per apartment. The intent is to procure apartments comparable to those that would be developed in the Mayport area for similar occupancy. Work also includes utilities, antiterrorism force protection features, paving, and site improvements. The intent of this contract will be to minimize prescription allowing the contractor the opportunity to develop Market Style Apartments that provide the Navy with a safe, energy efficient, durable/low maintenance facility with amenities and features that provides a functional environment for the bachelor enlisted sailors and is sympathetic with the surrounding architectural environment and the Base Exterior Architectural Plan (BEAP) at the least life cycle cost. Sustainable principles shall be included in the design, development, and construction of the project in accordance with Executive Order 13123 and other pertinent directives. The contract to budget award amount is $18,100,000.00. The North American Industry Classification System (NAICS) Code is 236116 with a Small Business Size Standard of $31.0 million. Interested sources are invited to respond to this sources sought announcement by providing the following information. Submit a maximum of five (5) projects describing the following: 1) Past Experience: Describe projects completed in the last three (3) years that are similar in size, scope, and complexity. For each of the completed contracts/projects submitted, provide the title; location; whether prime or subcontractor work; contract and subcontract value; type of contract; contract completion date; customer point of contact including phone number; percentage of self-performed work and narrative of work your firm performed; and the performance rating of the work. 2) Provide experience of qualified team members on relevant projects described in 1) above working together as a design team, construction team, and as a design/construction team, including a registered fire protection engineer and a LEED Accredited Professional. 3) Bonding capacity: Provide surety?s name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 4) Identify whether your firm is an SBA certified 8 (a), HUBZone, Service Disabled Veteran-Owned Small Business concern, or Other Small Business. Respondents will not be notified of the results of the evaluation. However, NAVFACSE will utilize the information for technical and acquisition planning. All proprietary information not to be disseminated in Government documents must be clearly identified.
