Description
This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses that are in effect through July 2006 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-11. This acquisition is NOT a small business set-aside and the North American Industry Classification System (NAICS) code is 519120. The Preservation and Collection Management Section, National Library of Medicine (NLM), requires professional services for the digitization of print and microfilm collections. The NLM is charged with preserving the biomedical literature. The purpose of this requirement is twofold: to acquire high quality digitization services for printed monographs and microfilmed surrogates of printed works from the NLM collections; and to digitize a collection of historic medical pamphlets as a pilot project. Specific requirements will vary project by project. Work under this purchase order will generally be performed at the vendor?s facility with the exception of rare, valuable historic medical materials selected for digitization, in which case the work shall be performed at the Library. The vendor shall: 1) handle all material with extreme care to avoid damage; 2) follow special handling and processing instructions provided for individual items; 3) maintain and calibrate all scanning equipment and monitors used for NLM projects; 4) digitize materials and produce master images that meet all NLM technical specifications; 5) as required, produce derivative images; 6) as required, produce descriptive, administrative, and structural metadata; 7) perform 100% inspection of all newly created files and accompanying metadata; 8) as required, correct all scanning and metadata errors prior to the Library?s final acceptance of the digital files. Sample images - Offerors determined to be in the competitive range will be required to submit sample images of pamphlet material. The purchase order term will be September 30, 2006 through September 29, 2007 with options for four (4) successive one-year periods. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212-1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Request for Quotations (RFQ) Number NLM-06-175-UHP will be available on or about July 28, 2006. Request for RFQ-NLM-06-175-UHP may be obtained by writing to the National Library of Medicine, Office of Acquisitions Management, 8600 Rockville Pike, Building 38A, Room B1N20, Bethesda, Maryland 20894; Attention: Uyen H.
