- This modification is being issued to make the following changes to solicitation EG-06-00228 dated July 05.2006 The U. S. Department of Commerce/National Oceanic and Atmospheric Administration intend to negotiate with the Thomson Scientific Inc, Philadelphia, PA on a sole source basis in accordance with the authority of 41 U. S. c. 53 (c) (1), only one responsible source. This requirement is for the Renewal of Web of Science (Science Citation Index Expanded. The online version of the printed Science Citations Index and is also titled Web of Science. NOAA Central Library seeks to renew its subscription for individual desktop access for 2006. This renewal supplements the previous years 1984 through 2005 already purchased by NOAA. Institute for Scientific Information (ISI) created the database structure which contains the unique features of Related Records and Key Words Plus. Journal coverage for Scientific Citation Index Expandded is over 5,800 scientific and technical journals from 1945 to the present, the largest multi disciplinary reference database for scientific literature. ISI provides online access to articles' cited reference, the footnotes from authors' bibliographies. These cited reference enables NOAA researchers to follow the development of a methodology from its first communication to the present day NAICS CODE 511140 Classification Code R612 This requirement will be procured in accordance with Federal Acquisition Regulations (FAR) Part 13 using simplified acquisition Procedures. Offerors certain they can meet the requirements are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. See note 22 applies.
