- Description
- This is a reposting of combined synopsis/solicitation QS-LOC-CRS20060224, dated 10 JULY 06, for Document conversion, to permit the uploading of the non-disclosure agreement and clarify the meaning of the acronym "CRS." The synopsis is as follows: The Congressional Research Service (CRS)is implementing a new authoring and publishing system for its Reports for Congress. The contractor shall convert 3,000 documents from a WordPerfect system in two report formats to a MSWord 2003 system with one report format consisting of a MSWord template and a combination of Word styles, XML elements, and Smart document technology; and provide a quality assurance report. In advance of this, the contractor shall conduct a pilot conversion using up to 1,000 documents. The contractor shall also convert up to 1,000 documents that have been updated while conversion is in progress. Converted documents must be editable in the new MSWord system developed by CRS and be capable of rendering into HTML and PDF files using the new publishing tool developed by CRS. Following conversion, the contractor shall render all converted documents into HTML, Web PDF, and print PDF formats using CRS's publishing tool and provide a quality assurance report. An optional task is to convert up to 3,500 additional archived documents. The following materials will be supplied upon request to interested and qualified vendors: the two current WordPerfect templates; the post-processing scripts applied to the WordPerfect documents during publishing; the MS Word template; the XML schema to be imported into and then applied to the MS Word template. CRS will also provide a subset of CRS Reports for Congress in the WordPerfect version and a description of the full set of documents including detailed metrics (e.g. page counts, title lengths, number of authors etc.). Vendors may request materials from the contracting officer. Information shared with respondents shall be considered confidential; a nondisclosure agreement executed by an official of the firm or corporation will be required prior to release of such information. To receive the materials, vendors must provide complete contact information, including the name of the corporate officer to whom such items are to be delivered; the company name and street address (no P.O. box numbers), and the telephone number of the point of contact and an alternate who can assume responsibility for preserving the confidentiality of this information, if the primary contact is unavailable.
