- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and written solicitation is attached. Solicitation number BPN-DNC-06-CI-0002 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition circular 2005-11 The Bureau of Public Debt on behalf of the Denali commission(located in Alaska) which is an innovative federal-state partnership designed to provide critical utilities, infrastructure and support for economic development in Alaska by delivering federal services in the most cost-effective manner possible. The commission is requesting an independent review and analysis of the performance impacts, and outcomes of its programs and policies over the last six years. The services will be required for approximately 7 months. The North American Industry Classification System (NAICS) code for this acquisition is 541611, administrative Management and General Management Consulting Services, and the small business size standard is $6.5 million.
