Description
FISC Norfolk, Philadelphia Division, Contracting Department, Philadelphia, PA intends to solicit on an unrestricted basis services for professionally and technically experienced personnel to aid in the recruitment and mentoring of Naval Special Warfare (NSW), Naval Special Operations (NSO), and Air Rescue (AIRR) Programs. NSW consists of SEAL (Sea, Air, Land) and SWCC (Special Warfare Combatant-craft Crewman) personnel, while NSO is made up of EOD (Explosive Ordnance Disposal) and Navy Diver personnel. AIRR is a stand-alone component. This support is required to augment Active Duty Personnel in these recruiting fields, enabling the Navy to effectively recruit at a level sufficient to meet increased NSW/NSO and AIRR requirements. It is anticipated the Navy will solicit for a Cost type contract for a 12 month base period and 4, 12 month options, totaling 60 months if all options are exercised. The estimated level of effort is 60,700 hours; 303,500 hours if all options are exercised. Interested vendors will be asked to submit cost and technical proposals. The evaluation for contract award will consider technical more important than cost. The applicable NAICS Code for this requirement is 541611 with a size standard of $6.5 million. Prospective offerors will be able to obtain a copy of the solicitation once it is posted at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil). It is estimated the solicitation will be issued on or around 15 September 2006. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. In addition, offerors are required to go-online to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.
