Description
The Naval Surface Warfare Center, Panama City, FL (NSWC PC) intends to issue a solicitation for crew support, operation and maintenance of the SeaFighter (FSF-1). The requirement will be solicited as a nationwide competitive procurement action pursuant to Section 8(a), of the Small Business Act [15 USC 637(a)] and FAR 19.805. All responsible 8(a) sources may submit a proposal against the solicitation. The SeaFighter (FSF-1) is a wave-piercing catamaran (262 ft long/950 ton displacement/15 ft draft) powered by a Combined Diesel or Gas (CODOG) power plant. The SeaFighter (FSF-1) will operate as a technology demonstrator/risk reduction platform home ported at Naval Support Activity (NSA) Panama City, FL. This requirement is for a contractor to provide the crew required to operate and maintain the SeaFighter (FSF-1) during systems test and experimentation and during transit between ports. The following is a synopsis of desirable qualifications (additional requirements may be included in the request for proposal). Program Manager: Ten years systems engineering and program management experience with recent at-sea experience. Ship's Master: Possession of a U. S. Merchant Mariner Master 1600 Tons Upon Oceans license. Ship?s Mate: Possession of a U.S. Merchant Mariner Mate 1600 Tons Upon Oceans license. Navigator: Possession of a U.S. Merchant Mariner Mate 1600 Tons Near Coastal license. Chief Engineer: Possession of a license as U.S. Merchant Mariner Chief Engineer, of Any Horsepower Upon Oceans license with a USCG Gas Turbine Endorsement and 10 years experience or be qualified as Engineering Officer of the Watch (EOOW) on commissioned gas turbine powered U.S. Warships with five years experience and 10 years documented supervisory experience in the operation, maintenance, and repair of gas turbine engines and diesel engines. Additional crew will be required. Personnel in key positions for both operations and maintenance should be qualified to operate the equipment and systems under their responsibility and have a minimum of 10 years experience in the subject area. Security Clearances at the SECRET level may be required. The contract will have a period of performance of five years (a base year and four award term option periods of one year each. In accordance with FAR 5.102(a)(7), availability of this requirement will be limited to the electronic medium.
