Description
The objective of this Sources Sought is to identify suppliers for chemicals used to clean the microfiltration membrane on the US Army and Marine Corps Tactical Water Purification System (TWPS). The TWPS currently uses 12 polypropylene microfiltration (MF) membranes made by US Filter MEMCOR as the pretreatment system to the reverse osmosis (RO) membranes. The cleaning procedures for the MF membranes are to use a low pH (approx 2.5) cleaner followed by a high pH (approx 12.5) cleaner. The cleaning solution volume is 130 gallons and chemicals will be mixed with reverse osmosis product water with a TDS less than 1000 mg/L. Approximately 20 lbs of citric acid is used as a low pH cleaner. Currently, the high pH chemical cleaner is a mixture of 30 lbs of a proprietary membrane cleaner (ethylenediamine tetracetic acid (EDTA), nitrilotriacetic acid (NTA), phosphate, percarbonate) and 4 gallons of 50 percent volume sodium hydroxide. Each cleaning solution is heated to approximately 100 degree F and recirculated through the microfiltration membranes for 30 minutes. It is desired to identify potential sources of supply for a high pH chemical cleaner to reduce the life cycle costs on the TWPS. The following characteristics and capabilities of the required high pH chemical cleaner are as follows: A single high pH chemical cleaner is required instead of a mixture; The pH of the high pH chemical cleaner solution when combined with the low pH citric acid solution shall be between 6 and 9; The cleaner must be low foaming; The elimination or reduction of sodium hydroxide from the cleaning process is desired for safety reasons; Chemical cleaner must not cause any damage to the polypropylene MF MEMCOR membrane; Chemical cleaners must be compatible with reverse osmosis membranes such that trace amounts will NOT cause damage. No chlorine-based cleaners are allowed; Chemical cleaners should minimize environmental and safety hazard and shall not contain EDTA or NTA; Chemical cleaners and preservatives shall be capable of long-term storage (2-year shelf life minimum, 5-year desirable) without degradation of performance; Chemical cleaners shall satisfactorily remove organic and biological foulants from the MF fibers; Powder form of chemical cleaner is preferred; Required packaging size is 5 gallon durable plastic pail (40 lbs) at a price no greater than $150. Interested vendors shall submit the following: a) Technical data sheet on chemical cleaners with full disclosure of ingredients b) Material Safety Data Sheet c) Proposed pricing for 5 gallon pail (40 lbs). d) Availability of chemicals (timeframe) Upon request the government would like a sample of chemical to evaluate its effectiveness as a membrane cleaner.
