Description
Amendment 1 to Combined Synopsis/Solicitation FA8601-06-R-0054 posted 7-3-06 ****************************** The purpose of this amendment is to provide answers to questions received after the posting of the solicitation. The solicitation closing date remains unchanged. All proposal packages are due NLT 2:00PM on 14 July 2006. ****************************** 1.Question: I wanted to confirm that the RFP is not a GSA buy, but a commercial purchase based on a FFP. Please let me know. Answer: This is an open market buy. ****************************** 2.Question: Reference ASC Request: FA8601-06-R-0054 for Junior Financial Budget Analyst Support. We are aware of three levels of Financial Budget Analyst: these are Entry, Journeyman, and Senior. Would you please define ?Junior?? I was unable to find a definition in the PWS. Answer: A Junior Financial Budget Analyst is someone who has the knowledge of the tasks required in the Performance Work Statement. ****************************** 3.Question: Is there an incumbent for this work? If so, what is their contract's value? Answer: The current contract was a one-year contract awarded under GSA contract to MCR Federal LLR at a cost of $110,000.00. ****************************** 4.Question: The current solicitation states that it is for two man years of effort per period. I assume that this means the solicitation is for two resources. For clarification, was the incumbent's contract for two man years of effort during one twelve month period? Did they offer two resources for a total of $110,000? Answer: The current effort is a one year contract for $110,000. Any additional information would need requested through the Freedom of Information Act. ****************************** 5.Question: Does the client already have a couple of people in mind for this contract? We have found that most clients do. Answer: This is not a sole source requirement. Competitive proposals are being solicited. ****************************** 6.Question: The solicitation requests a copy of the Representations and Certifications, however, none are attached to the solicitation. Can we attach our ORCA reps and certs or will you be providing the attachment for the Reps and Certs. Answer: This was inadvertently overlooked with the posting of the solicitation. Amendment 1 provides the Reps and Certs attachments. The ORCA reps and certs can also be provided. ****************************** Complete proposal packages, including Price Proposal and Contract Data, Relevant Past and Present Performance , Mission/Technical Capability, Representations and Certifications, and Past Performance Questionnaires shall be submitted no later than 2:00pm (EST) on 14 July 2006 to Ms Jacque Davis, 88 CONS/PKB, 1940 Allbrook Drive, Suite 3, Wright-Patterson AFB, OH 45433-5309.
