Description
The US Department of Veterans Affairs, Austin Automation Center anticipates award to Incite Studios on a sole source basis in accordance with FAR 6.302-1(b)(1)(i). It would take a new company 1 year and a significant undetermined cost to develop competitive specifications for this project. There is no known resource available to EES to develop the complex specifications that meet the compatibility requirements with the existing CPEP Performance Support System. The requested services have unique design performance specifications and quality requirements which are essential but not available in comparable products. Incite Studios has developed customized RoboHelp capabilities that are included in all of our projects. Incite Studios was part of the design team that developed the CPEP Performance Support System and have the unique knowledge and practical experience working with the system to accomplish the associated task within the mandated time frame. The contracted services required revision training modules, development of training modules, and maintenance on all modules. Use of another contractor at this time would cause additional costs and significant time delay to the Government. Incite possess specialized knowledge of this major system of training modules for all VA Government Employees and without their continued services the Government would create a duplication of cost that could not be recovered through competition. For these reasons, Incite?s services are considered a logical follow on in accordance with FAR 6.301(a)(ii). Firms will be considered only if response is with clear and convincing evidence that the firm can efficiently provide the product being procured without duplication of cost and time. Responses must be received no later than 3:00pm cst July 16, 2006. The determination to open competition based on responses received is solely within the discretion of the Government. If a solicitation is issued, no additional synopsis will be published. Responses should be addressed to Shawn R.
