The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PERIOD OF PERFORMANCE: October 1, 2006 - September 30, 2007 7. PLACE OF PERFORMANCE: NAS Bogota, Colombia 8. JOB DESCRIPTION: See below NAS EIFC Intelligence Analyst/Advisor NAS Bogota, Colombia A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT A) Background: This position will be assigned to the U.S. Embassy/Narcotics Affairs Section, Bogota, Colombia. The actual physical work site for the NAS Intelligence EIFC Analyst/Advisor is at the Embassy?s Intelligence Fusion Center. This position provides intelligence/force protection analysis and production concerning threat from narcoterrorist groups, their operational methods, capabilities, vulnerabilities, probable courses of action that affect the security of aircraft, and associated counternarcotics and security operations. B) Purpose: The purpose of this Personal Services Contract (PSC) position is to provide a permanent NAS intelligence analyst/advisor at the EIFC. The incumbent serves as the primary liaison between the EIFC and NAS counternarcotics operations and associated programs. The incumbent will provide in-depth analysis of all intelligence collected from all sources available. The NAS EFIC analyst advisor generates, tracks, analyses, and ensures timely distribution of Requests for Information (RFI) to the field. This analyst will provide intelligence support for NAS-supported eradication, interdiction, and intelligence integration programs. The incumbent serves as the primary contact at the EIFC for all NAS force protection matters. C) Supervisory Controls: The incumbent reports to and is supervised directly by the NAS Deputy Director in all matters of program design, implementation, and management. In addition, the incumbent is a full member of the Embassy Intelligence Fusion Center and coordinates all substantive intelligence activities with the Chief of the EIFC. The EIFC Chief will provide periodic input to the NAS Deputy Director on the performance of the incumbent for evaluation purposes. 2. RESPONSIBILITIES OF THE CONTRACTOR The NAS EIFC Intelligence Analyst/Advisor: A) Conducts intelligence analysis and production concerning narcoterrorist groups, their operational methods, capabilities, vulnerabilities, and probable courses of action that affect the security of NAS?s counternarcotics operations in Colombia. Plans, organizes, and submits request for information (RFIs) and supporting intelligence data using available platforms based on the requirements at the forward operating locations. Evaluates, develops, and maintains databases required to prepare analyses, reports, projections, and briefings for assigned area. Disseminates information to the users for immediate implementation into operational planning. B) Ensures the timely collection, analysis, and dissemination of intelligence from any and all EIFC sources relating to force protection with emphasis on the current NAS Forward Operating Locations. Ensures the collection, analysis, and dissemination of information regarding any force protection developments for all regions of Colombia that will enable Department of State personnel to understand, prepare, and effectively respond to any force protection threat. C) Ensures the timely collection, analysis, and dissemination of all air threat information specifically against any Department of State or other USG agencies? aircraft operating in Colombia. D) Assesses developments and changing operating methods of narcoterrorist organizations (FARC, ELN, AUC, and others). Advisor will identify vulnerabilities and implement exploitation and counter-measures in the operational plans. Collects, reviews, interprets, evaluates, and integrates data from multiple sources. Identifies intelligence gaps and specifies collection requirements to fill gaps. Evaluates resulting intelligence, determines analytical approach to major projects, and reviews and validates conclusions relating to assigned area and issues. E) Maintains liaison with peers in assigned and related fields in other intelligence agencies, intelligence components of the Department of Defense unified and specified commands, federal law enforcement agencies, Embassy Country Team, and host nation intelligence activities. Participates in inter-agency conferences and meetings concerning assigned area and targeted activities. F) Assists and advises on Embassy programs to better integrate GOC and USG intelligence programs. G) Other duties as assigned. 3. MINIMUM QUALIFICATIONS REQUIRED A) U.S. citizen, with current Department of State Top Secret SCI clearance or eligible to obtain one. B) In-depth knowledge and experience in military or civilian intelligence methods of collection, analysis, and dissemination and security/force protection programs in a trans-national setting with emphasis on Colombia. C) Four-year college degree and five years relevant experience with the U.S. Armed forces or federal, state, or local law enforcement organizations; or, an associate?s degree and ten years relevant experience with the U.S. armed forces or federal, state, or local law enforcement organizations; or, fifteen years relevant experience with same; D) Ability to perform staff officer functions and prepare staff reports and related documents for mid- and senior-level State Department officials regarding intelligence, force protection, and security analysis in Colombia; E) Spanish language ability at the Foreign Service Institute level R/3, S/3 or the Defense Language Proficiency Test (DLPT) level 3/3; F) Be physically qualified to live in Colombia and to engage in frequent travel to austere Forward Operating Locations; G) Have knowledge and skill in the operation of desktop computer word processing, database, and spreadsheet systems; H) In-depth knowledge of intelligence gathering techniques and procedures garnered through experience and training received from one of the U.S. armed forces or other U.S. federal agencies; I) In-depth knowledge of U.S. Government force protection techniques and procedures garnered through experience and training received from one of the U.S. armed forces or other U.S. federal agencies; J) General analytical intelligence experience with knowledge of the U.S. intelligence community capabilities and processes, and experience in various roles within the community; K) Broad counternarcotics and or counterterrorism analytical experience is desirable; L) Training and experience in using geographical imagery software such as Falcon View, ARCVIEW, or ARCGIS; M) Training and experience using analytical tools software such as Pen Link or Analyst Notebook; N) Ability to interact with United States and Colombian intelligence community counterparts. 4. ADDITIONAL REQUIREMENTS OF THE POSITION A) The incumbent must ensure the collection, analysis, and dissemination of intelligence pertaining to the NAS programs in Colombia, other assigned counternarcotics operational force?s force protection, and security efforts for DOS programs in Colombia. B) Assignments include analysis of strategic and tactical intelligence gathering procedures, and dissemination. Incumbent must be able to apply intelligence data and information to ongoing and future operations and integrate it into the security plan of those operations. C) Incumbent must apply collected intelligence in the analysis of force protection threats and events that might have an impact on the programs and personnel in Colombia. D) Intelligence collection from all available sources and subsequent analysis to support eradication and other counternarcotics programs. E) Personal contacts will be made at the operational level of all Department of State, Department of Defense, Department of Justice, Department of Homeland Security, and other intelligence agencies that provide information to the Embassy Intelligence Fusion Center. Contacts with host nation such as officers with the Colombian Army Military Intelligence Central (CIME), the Colombian National Police Directorate of Police Intelligence (DIPOL) and Antinarcotics Directorate (DIRAN), and the Administrative Security Department (DAS) will be made in order to maintain open communications and continuous exchange of information regarding NAS counternarcotics operations. The incumbent must maintain good working relationship with USG and Colombian officials working on counternarcotics efforts. F) The purpose of the contacts will be collecting, analyzing, and disseminating all pertaining intelligence affecting any of the NAS-supported programs in-country. The incumbent serves as the NAS liaison with the EIFC regarding all intelligence, force protection, and security matters. G) The work is both physical and sedentary in nature and involves activity at both the embassy and field locations. The work may require some physical exertion and dexterity. H) The work is primarily conducted in an office at the U.S. Embassy with frequent travel to the field for meetings, conferences, activity reviews, and field inspections. Some field sites have been declared hazardous-duty locations by the Department of State due to the hostile activities of narcotraffickers and insurgent groups. Such sites pose a risk to the incumbent while deployed to those sites. I) The contractor shall work under the supervision of the NAS Deputy Director. The NAS Management Officer will act as the Contracting Officer?s Representative (COR). The contract administrator shall be the INL Contracting Officer. The individual exercises wide latitude for independent action, initiating projects and executing approved programs in relation to intelligence and force protection analysis under general supervision. Completed work is reviewed for timeliness and effectiveness. J) Exercise of judgment is essential, as is a detailed understanding of operating controls of information management systems hardware and all software required to support NAS aviation and ground operations. K) Authority to make commitments: None. 5. EVALUATION A) Meets Minimum Qualifications B) Evaluation Criteria: Factor 1: (Gather appropriate intelligence as it pertains to counternarcotics operations). Applicant?s ability or knowledge of: - Knowledge of intelligence gathering and analytic techniques and procedures garnered through experience and training received from one of the United States armed forces or other U.S. federal agencies; - Knowledge and experience using analytical tools software such as Pen Link, Analyst Notebook, or other applicable software used in the EIFC; - Experience in using geographical imagery software such as Falcon View, ARCVIEW, or ARCGIS; Factor 2: (Force protection). Applicant?s knowledge of U.S. Government force protection techniques and procedures garnered through experience and training received from one of the U.S. armed forces or other U.S. federal agencies; Factor 3: (Ability and experience in intelligence analysis). Applicant?s ability or knowledge of: - General analytical intelligence experience with knowledge of the U.S. intelligence community?s capabilities, processes, and experiences in various roles within the community; - Intelligence analysis experience in support of counternarcotics and/or counterterrorism operations; Factor 4: (Past Performance).
