Description
The Department of Homeland Security's Advanced Research Projects Agency (HSARPA) has a requirement to continue development of a program that will provide technology and situational awareness solutions for improved security and detection capabilities for the protection of the Anaheim Convention Center and attendees. Major tasks included in this program are: (1) select items based on the technologies identified in the conceptual designs; (2) acquire and test the items; (3) manage installation of those specific technologies; (4) provide sufficient support to ensure that the system is operable; and (5) conduct concept studies of novel systems. HSARPA intends to negotiate a Cost Plus Fixed Fee contract with Toyon Research Corporation of Goleta, CA to continue this effort under 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance will be one year from date of award. Only Toyon Research Corporation has the requisite knowledge and experience to perform all of the tasks under this contract without excessive delay. Therefore, no solicitation will result from this announcement. This notice of intent is not a request for competitive proposals and no solicitation package will be issued. See Numbered Note 22, except all responses to this sole source announcement must be received within 7 days (in lieu of 45 days) from the date of this announcement.
