Description
The Food and Drug Administration (FDA) intends to award a Purchase Order on a sole source basis to Continuum 3150 Central Expressway, Santa Clara, California 95051. Continuum is the manufacturer of the Surelite III? laser. Continuum sells this instrument on a direct basis in the United States, and is therefore the sole source for this system. The unique features to the Surelite III? laser are as follows: This Continuum laser is a widely tunable (420 nm ? 2.63 um) all-solid-state optical parametric oscillator (OPO) laser system that will provide a qualitatively new for FDA. The unique features of this laser system (continuously tunable laser emission in a broad spectral range covering the visible, near-infrared and partially mid-infrared spectral ranges as well as high beam quality, stability and reproducibility) will allow us to significantly improve our measurement and testing capabilities in support of the radiation control act and for regulatory decisions concerning new laser based biomedical devices. Using this equipment FDA will be able to conduct independent tests and to evaluate fundamental parameters and characteristics of new biomedical laser devices. This equipment is of critical importance for development of standard test methods and guidance documents. In addition, the widely tunable laser system will be used for some of the FDA current and pending research and regulatory projects such as high-resolution bio-imaging; multiphoton nonlinear tissue spectroscopy, studying hazard effects at high intensity laser-tissue interactions and laser stimulated neural tissue. This system is compatible with the existing equipment and the only widely tunable laser system that meets the requirement of the current and pending regulatory/research projects. NO REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services, which will be considered if received by the fifth (5th) calendar day following this announcement. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. All responses or questions regarding this posting must be in writing and can be sent via email to Fred.Ettehadieh@fda.gov. No phone calls will be accepted. An award will be made in five (5) calendar days from the date of this announcement. This sole source procurement will be awarded as a simplified acquisition for commercial items in accordance with FAR Part 13, Simplified Acquisition Procedures.
