- Description
- The Western Area Power Administration has a requirement for 15,900 gallons of Transformer Oil. Oil shall be in accordance with Type II of ASTM Specification for Mineral Insulating Oil used in Electrical Apparatus. (D 3487); Test reports and test data are required to show proof of the oil meeting sampling and testing requirements of D 3487 prior to delivery of the oil; No oxidation inhibitors are required in the oil; The oil supplier must submit documented proof of Polychlorinated Biphenyl levels being less than 2 parts per million before delivery of the oil; Once delivered, the oil will be acceptance tested using some or all of the following methods: 1. Power Factor (D974). 2. Dielectric Breakdown (D877 or D1816) 3. IFT (D971); The oil is to be delivered in 55-gallon drums sealed at the refinery. Any sign of leakage or tampering with the seals will be cause for rejection of the oil. Please Note--Advance notice of delivery is required, as the facility is not always manned to be delivered no later than 90 days from date of contract. The solicitation is issued as a 100% small business set-aside, etc. The solicitation will be issued electronically on or about 13 June 2006 at the following site: http://e-center.doe.gov/.
