Description
Description: This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service located in Santa Cruz, CA has a requirement for a contractor to conduct survey on groundfish species and associated benthic habitats on rocky banks at depths greater than 30 meters using submersible methods, to assess trends and magnitude of change in fish abundance and status of habitats, and to evaluate use of macroinvertebrates as habitat by benthic fishes. This is a continuation of the long-term assessments of benthic fishes and habitats that have been conducted off southern and central California. Results of this project will assist in determining the effectiveness of marine protected areas, in characterizing essential fish habitats, an in promoting our understanding and conservation of living marine resources within our West Coast National Marine Sanctuaries. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified Monterey Bay Sanctuary Foundation (MBSF) as the only source who can complete work under proposed contract because MBFS has been working on this collaborative research project in the Cowcod Conservation for several years. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to MBSF without further notice. A firm fixed price purchase order will be issued with start date of AUG 2006 end date of Dec 2007. This may represent the only official notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. This is a simplified acquisition with an estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) and complete online Representations and Certifications at http://orca.bpn.gov.
