Description
FISC Norfolk Contracting Department Philadelphia announces its intent to issue a sole source solicitation to Sonalysts, Inc. for the Naval Submarine Medical Research Laboratory (NSMRL) for biomedical and operational research services in support of the Navy Lab?s research mission. Specifically, the contractor must have the scientific knowledge and practical experience working in the Submarine Atmosphere Health Assessment program (SAHAP) to determine epidemiological factors of importance in ensuring the health of Naval personnel; conducting studies and research on problems associated with disabled submarines (DISSUB) to maximize chances of survival to include evaluation of multiple physiological parameters in terms of environmental and physiological systems; and the investigation of the performance and utility of Search and Rescue (SAR) devices, particularly escape scenarios. The services include tasks such as the design, development, test, and evaluation of procedures, guidance, equipment, and systems to enhance human performance under the various environments mentioned above. Sonalysts is the incumbent contractor and is considered the only source capable of providing the highly specialized services. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, since only Sonalysts possesses the required knowledge of the NSMRL programs mentioned above, and has the requisite research background and capabilities to continue the on-going support of the programs due to the extensive acumen in the respective research fields that is required of each researcher. Current Sonalysts research efforts at the lab do not have a defined completion point. Various projects and studies build on past research performed and are the basis of future projects and studies; thus, there is an integral need for a company with the corporate knowledge, research skills, and personnel resources that Sonalysts possesses. It is anticipated that the services will be provided through the award of a Cost Plus Fixed Fee type contract for a base period of performance of one year with four one-year option periods.
