- The Naval Surface Warfare Center, Carderock Division, (NSWCCD) has been tasked to modify the existing software in the test controller for the USS VIRGINIA program. Using Simplified Acquisition Procedures, NSWCCD intends to negotiate a non-competitive procurement with Aish Technologies Ltd (ATL) and award a firm-fixed price purchase order under the authority provided in FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. ATL built the original software development environment to produce the software for a US Navy owned test environment controller and has proprietary rights to the test controller software.. The software development environment contains modifications made by ATL and is not available for purchase as-is through any other vendor. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 07/26/2006.
