- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-06-T-0480 is being issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acqui sition Circular 2005-11. CLIN 0001 will be issued for 1 each particle-size analyzer to be used to determine the particle size of solid and gel propellant ingredients. The analyzer must have the following: Unit must be capable of wet and dry particle ana lysis; Unit must be capable of analyzing wet or dry particles with sizes in the range of 20 nanometers to 2000 microns; Unit must only use laser light refraction technology for the particle analysis and have a maximum of one laser source and at least eleve n detectors; Unit must have capability of being calibrated using standardized particles; Contractor must set up equipment onsite and provide training of personnel onsite; Unit must have a minimum warranty of one year on parts and labor. All responsible sources may submit an offer, which shall be considered by the Agency , if received by July 31, 2006 noon, local time. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Provision 52.212-2, Evaluation Commercial items, The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability of the item offered to meet the Government requirement and price. The Technical ability to meet the requirement is more important than price; Clause 52.212-3, Offeror Representations and Certifications - Commercial Items, OFFERORS MUST INCLUDE A COMPLETED COPY WITH THE OFFER; Clause 52 .212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, are applicable to this acquisition. Offer is due not later than 12:00 noon, Local Time, July 31, 2006 in the contracting office, Building 5400, Room B148, Redstone Arsenal, Alabama, 35898-5250.
