Description
THIS IS A PRE-SOLICITATION NOTICE. THE U.S. Coast Guard (USCG) is the lead Federal agency for Vessel Response Plans (VRPs). The VRP provides the Master, Officers, specified crewmembers, and shore-based personnel with a practical guide in responding to oil spills by working with vessel-specific issues. USCG is responsible for the successful development, implementation, monitoring, and management of an effective VRP program in accordance with the Federal Water Pollution Control Act (FWPCA) (33 U.S.C. ? 1321), the Act to Control Pollution from Ships (33 U.S.C. ? 1901), the Coast Guard Maritime Transportation Acts (CGMTA), the Oil Pollution Act of 1990 (OPA-90) and the International Convention for the Prevention of Pollution from Ships 1973/1978 (MARPOL 73/78). The Office of Vessel Activities, VRP Program Team (G-PCV-1) is responsible for the VRP program, in the form of regulations, policy, procedures, plans, and program oversight. This acquisition is being conducted to assist G-PCV-1 with accomplishing the VRP mission via contracted effort that will include, but may not be limited to management, technical, administrative services, information system support, and improvements. The resulanting acquisition vehicle will be a performance based Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The period of performance will be for a five year ordering period. The majority of Task Orders will be Firm Fixed price (FFP) or Time & Material (T&M) as needed. FAR Part 15 Source Selection, Best Value Continuum procedures will be used for this procurement. Additionally, the solicitation will be issued in accordance with the policies and procedures pursuant to FAR Part 12, Acquisition of Commercial Items; and, in conjunction with the policies and procedures in FAR Subpart 19.805, The Competitive 8(a) Program. This acquisition is 100% set-aside for 8(a) firms and the applicable NAICS Code is 541611 with a size standard of $6,000,000.00. For the calculation of annual receipts and number of employees, see parts 121.104 and 121.106 in SBA's Small Business Size Regulation located at http://www.sba.gov/regulations/121/.
