- With regard to the Special Notice, Re-Compete of the DOE ESPC IDIQ Contracts, published on the Department of Energy???s (DOE) e-Center and Federal Business Opportunities (FedBizOpps) websites on May 8, 2006, the Source Evaluation Board (SEB) established for the Super Energy Savings Performance Contract (ESPC) recompetition requests that all comments, concerns and questions regarding this procurement be submitted via the US DOE Industry Interactive Procurement System (IIPS) website, https://e-center.doe.gov/, solicitation number DE-RP36-06GO96031SN2. Further, the SEB desires public and industry input concerning the following aspects of the ESPC process: (i) incentives for such things as increasing numbers of ESPCs, improving quality, and shortening cycle time; and (ii) initiatives for streamlining the ESPC program. All comments, suggestions, questions, and concerns received from the public and industry prior to July 25, 2006 may be considered by the SEB in the development of the draft Request for Proposal (RFP). Through IIPS all questions and answers are posted to the public prior to issuance of the solicitation. Following issuance of the final RFP, the SEB anticipates that a Preproposal Conference will be held.
