- The United States Special Operations Command, Technology Applications Contracting Office, Fort Eustis, VA has a requirement to procure non-personal services to provide Special Operations Aviation training. The contractor shall plan, prepare and conduct student instruction in a classroom, aircraft, and simulator environment for the SOA Basic Mission Qualification (BMQ) requirements. The contractor will provide developmental and test pilots for rotary wing aircraft, rotary wing training, training development and training support to develop, produce, maintain, revise, manage, warehouse and distribute courseware, and any other 160th required technical documents. Additionally, the government may require the contractor to develop and support requirements for networked computer support and instructional design and development of courseware and other training documentation for the 160th SOAR (A) training program, which consists of selected ground and aviation training, and all SOA peculiar programs of instruction. The contractor may also provide program management, sustaining engineering, field services engineering, supply management, logistics support, acquisition support, Aviation Unit Maintenance/Aviation Intermediate Maintenance (AVUM/AVIM) level maintenance support, depot level maintenance support, inspection assistance, configuration control support; and technical publications support. It is the Government?s intent to award a contract competitively to a Small Business using formal source selection procedures. The estimated release date of the solicitation is 30 August 2006. The period of performance may tentatively begin 1 February 2007 and may extend up to 5 years.
