- NASA/GRC has a requirement for further R&D of TiAl alloy for Hypersonic Structural Applications with the alloy cast as an ingot and then extruded into bars with a diameter of at least .625". A total of 140" of extruded bar shall be delivered to NASA-GRC. NASA/GRC intends to purchase the extruded bar from UES, Inc., 4401 Dayton-Xenia Rd., Dayton, OH 45432-1894. The justification for lack of competition is that UES has recently demonstrated sheet fabrication ability using their newly developed beta-gamma TiAl alloy. They have extensive proprietary knowledge of TiAl alloy selection and processing techniques. Additionally, since this is an emerging technology, UES has not licensed any of its beta-gamma TiAl alloy compositions or processes to anyone and therefore no other vendor exists. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
