Description
This Modification revises the synopsis notifying the public that The Naval Air Warfare Center Weapons Division intends to procure one each self-contained and autonomous Mobile Command and Control Laboratory (MCCL) to support Unmanned Aviation System (UAV) Weaponization projects during exercises and field testing, published on 16 Jun 06. The Mobile Command and Control Laboratory must provide direct line of sight command and control communications with airborne units; be able to traverse moderately rough and unimproved roads without damage to any part of itself; and have self-contained resources to provide sustained on-location operation for hours at a time. It is anticipated that this MCCL will require a modified 35-ft class, single rear axle, mobile laboratory of the type used by the commercial broadcast industry. A detailed performance specification list will be provided with the solicitation. The proposed MCCL must meet or exceed performance specifications as listed in the RFQ. Award will be issued under the authority of the test program for commercial items (FAR 13.5). Responses must include all information requested in the written Request for Quotation (RFQ), including a completed Performance Requirements Chart. Evaluation for award will consider price and other factors including technical capability, past performance, and availability of parts and service. Training on-site to be provided for 2 people minimum during acceptance testing. Service technicians shall be available within a 72-hour response time at Naval Air Weapons Station for warranty work. The solicitation will be posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 25 July 2006. The Government anticipates a 20-day response time for receipt of proposals. The revision to the previous synopsis is the notification that his procurement will be a Small Business Set-Aside.!
