Description
" Procurement Need: Contractor to develop aquatic invasive species management plans for Region 1 National Fish Hatcheries and associated facilities " Seeking individual or organization to lead development of Aquatic Invasive Species (AIS) Hazard Analysis and Critical Control Point (HACCP) plans for the following USFWS Pacific Region Fisheries Program facilities: Dworshak, Kooskia, Leavenworth, Entiat, Winthrop, Willard, Little White Salmon, Spring Creek, Eagle Creek, and Warm Springs National Fish Hatcheries; Abernathy Fish Technology Center; and Olympia, Lower Columbia, and Idaho Fish Health Centers. Each plan for a facility shall focus on a specific activity, such as propagation and release of a particular salmonid stock. Therefore, multiple HACCP plans will likely be developed for each facility as determined jointly by USFWS and the contractor. " Specific tasks to be carried out under this project include: - Based on existing published information and limited on-site evaluation, develop background documents for each facility that describe aquatic invasive species known to be present in the facility's water supply, watershed, and/or associated offsite habitats that present a risk of introduction into or by the facility. - Organize and lead an on-site full day HACCP planning workshop for each facility that involves key staff identified by the facility's Project Leader. - Provide for internal and external technical review of draft HACCP plans - Help deliver followup training to each facility regarding implementation of management practices established via the HACCP plan. - Develop brief report which identifies barriers to full plan implementation for each facility (e.g., technology needs). " Qualifications: - Experience in risk management plan development and/or training (preferably using the HACCP method) - Familiarity with fish hatchery operations - Familiarity with aquatic invasive species in the Pacific Northwest " Other expectations: - Contractor will work with USFWS to establish a project completion schedule, with all products submitted to USFWS no later than December 31, 2007. - Contractor will communicate frequently with the USFWS project officer, including regular email progress reports - Contractor will be responsible for travel arrangements associated with on-site facility visits " Interested applicants should submit: - summary of qualifications - quote for costs of services, including associated travel and other expenses - 3 references
