Description
This procurement is advertised as a 100% HUB-ZONE SET-ASIDE. The U. S. Army Corps of Engineers, New Orleans District, has a requirement for various investigations, studies, environmental studies and activities. The Corp intends to award an two Inde finite Delivery/Indefinite Quantity contracts with a base and two option periods, as a result of this solicitation. The award will be based on the best value to the Government, considering price and other factors. Proposals will be rated according to the following evaluation factors: 1. Technical Experience  a. Offeror shall identify work experience of all personnel who have performed work similar in scope to that identified in the RFP b. Previous experience of organization and key personnel working together on projects of similar scope and magnitude c. General knowledge and experience in the arena of formulation studies and alternatives; water resource projects; incremental cost analyses; data inventory assessment and analysis; planning studies and facilitation; master planning; Brownfield redevelopment; water resources data management; and public involvement 2. Professional Qualifications  a. Education of key personnel b. Experience of key personnel in performing work in related fields. 3. P ast Performance  Demonstrate past performance, knowledge, and geography of New Orleans District locality in working with the Corps of Engineers, other Federal, Local, and State Agencies in similar type projects. The offeror should have experience with da ta needs/inventory assessment and analysis; Brownfield redevelopment; water resources data management; public involvement; multi-media environmental and occupational safety and health compliance audits/assessments; preparation of complete or partial Enviro nmental Impact Statements (EISs), Environmental Assessments (EAs), Environmental inventories and related special studies documentation; Geographic Information (GIS, and Remote Sensing (RS) capabilities; hazardous waste inventories and recovery plans; cultu ral resourcws investigations; air emission inventories, permit applications, and conformity analyses; storm water pollution prevention planning; pollution prevention opportunity assessments, baseline environmental/humal health risk assessments; Aquatic and ecosystem restoration studies and plans, endangered species compliance; Wetland studies and reports and other scientific and technological investigations to accomplish the mission and complete environmental assignments. Work shall involve multi-disciplin ary environmental investigations and other studies for any of a variety of Federal military and civil work entities.
