Description
This procurement is advertised as a 100% HISTORICALLY BLACK COLLEGES AND UNIVERSITIES (HBCU) SET-ASIDE. The U. S. Army Corps of Engineers, New Orleans District, has a requirement for various planning investigations, studies and project management se rvices. The Corp intends to award an Indefinite Delivery/Indefinite Quantity contract with a base and two option periods as a result of this solicitation. The award will be based on the best value to the Government, considering price and other factors. Proposals will be rated according to the following evaluation factors: 1. Technical Experience  a. Offeror shall identify work experience of all personnel who have performed work similar in scope to that identified in the RFP b. Previous experience of organization and key personnel working together on projects of similar scope and magnitude c. General knowledge and experience in the arena of formulation studies and alternatives; water resource projects; incremental cost analyses; data inventory asses sment and analysis; planning studies and facilitation; master planning; Brownfield redevelopment; water resources data management; and public involvement 2. Professional Qualifications  a. Education of key personnel b. Experience of key personnel in performing work in related fields. 3. Past Performance  Demonstrate past performance, knowledge, and geography of New Orleans District locality in working with the Corps of Engineers, other Federal, Local, and State Agencies in similar type projects. Th e offeror should have experience with formulation studies; Data Needs/Inventory Assessment and Analysis; Planning Studies; Project Facilitation; Master Planning with typical types including Economic Development, Recreational Development, Tourism Developmen t, Eco-tourism Development, Environmental Restoration, Aquatic Ecosystem Restoration and Opportunities, Waterfront Development, Urban and Rural Development; Project Management and Planning; Brownfield Redevelopment; Water Resources Data Management; Public Involvement Programs; Investigations and capabilities to provide drawings and m aps. Solicitation documents will be available on or about 24 July 2006. NAICS code is 541330. Business Size Standard is $4.5 million.
