Description
Market Research Software For Managing Non-Tactical Vehicles (NTV) The US Army TACOM Life Cycle Management Command (LCMC), Warren, MI, is conducting market research to identify potential automated capabilities and sources for database management of Non-Tactical Vehicles (NTV) which consists of Army Owned, GSA Leased, and Commercially Leased NTV. Non-Tactical Vehicles are Commercial Off-The-Shelf (COTS) vehicles. These vehicles are located at Army Installations worldwide. In order to assess these capabilities, TACOM LCMC is requesting interested firms to provide a demonstration of their Commercial Off-The-Shelf (COTS) software and software/hardware combination products as they relate to the following key areas: The demonstration must show capabilities that include, but are not limited to: (1) capability to inventory and sort the Fleet of Vehicles utilizing various data elements which include, but are not limited to: category/type; Vehicle Identification Number (VIN); age; mileage; maintenance cost, vehicle condition, fuel type, location, et c. The database should allow for hierarchical reporting (e.g. installation, region, headquarters, and higher headquarters) (2) Able to track all vehicle related operation and maintenance actions, to include, but not limited to: (a). Vehicle specific age, condition, mileage/hours, major terrain use, downtime, fuel type, routine / non-routine maintenance cost and a narrative field for explanation of actions taken. (b). the cost and mileage data by vehicle type and fuel category shall be downloadable to the Federal Automotive Statistical Tool (FAST) report. (3) Capability to provide Web-based reporting for the Army wide NTV Community that is downloadable and interchangeable with current Army Systems related to the NTV's. (4) Ability to calculate current requirements and forecast future procurement requirements. (a). Access TAADS (The Army Authorization Document System) for authorized vehicle quantities to calculate shortage requirements. (b). System generated analysis of NTV Fleet to calculate and forecast replacement requirements based primarily upon age and mileage of each on-hand vehicle. (5) Ability to interface with DOD, Army, and other Federal Government Systems related to the NTV's such as TAADS, GSA Fleet Management Database, Department of Energy (DOE) Federal Automotive Statistical Tool (FAST), Defense Property Accountability System ( DPAS), LOGSA Registration Number Database, and AEPS NTV License Plate Database. (6) capability to provide a Vehicle Dispatch System or provide interface with an existing dispatch system. (7) ability to track due-in from procurement with identifying data elements and to record vehicle procurement unit prices to update and maintain a price database that lists prices for each NTV. (8) ability to provide various report products and capabilities, with current and historical views. (9) ability to archive data records for vehicles that are disposed of or removed from service. Definition: COTS is commercial items that have been sold, leased, or licensed in substantial quantity in the marketplace that do not need modification. The Directorate of Contracting, US Army TACOM LCMC, Warren, MI, will issue no cost Demonstration Agreements (the Agreement) to firms interested in participating in this demonstration. Additionally, a complete information package, containing all relevant da ta necessary to perform the demonstration, will be provided to any firm expressing an interest in participating in this demonstration. It is requested that all interested parties furnish the contract specialist with a brief description of their product wit h their notice of intent to participate in the demonstration no later than 28 July 2006. This market research/demonstration is for planning purposes only and is NOT to be construed as a commitment by the Government, nor will the Government pay for information solicited hereunder. At this time, no solicitation exists. In the event that the Government determines that a demonstration is appropriate, potential sources interested in providing a demonstration of their COTS software will be notified and scheduled within 30 days from the cl osing date of this Market Research Notice. Location for these demonstrations will be in Warren, MI, at TACOM LCMC. Electronic responses are preferred and strongly encouraged.
