Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. TACOM-ROCK ISLAND IS SEEKING TO IDENTIFY POTENTIAL SOURCES WHO HAVE THE CAPABILITY AND EXPERIENCE TO PROVIDE THE FOLLOWING SERVICES: SCOPE OF WORK: The U. S. Army Field Support Command is providing two on-site Leadership Programs, The Journey to Leadership (JTL), Tier I and Tier II, as part of its comprehensive AFSC Leadership Development Program. Each program will be taught separately and will deve lop approximately 20 leaders using a custom designed curriculum. The programs will be delivered locally so that participants work together as a collaborative team focusing on command level issues and opportunities throughout this developmental experience. By identifying high potential candidates and providing an integrated leadership development program, the AFSC will ensure excellence in leadership for the future. The vendor must have comprehensive knowledge and experience working with the U. S. Army Field Support Command. Instructors must have served as civilians in the government workforce to learn the real issues government employees face. Instructors must have at least 5 years experience in designing and delivering leadership development programs and courses. Instructors must be high energy, positive, enthusiastic and must teach throughout the entire program avoiding situations where substitute instructors are brought in to teach. Eligibility: Participants for the JTL  Tier I will be individuals at the GS-5 through GS-9 levels who have little or no supervisory experience, are preparing to assume leadership positions, and are willing to acquire new duties and responsibilities. Participants for the JTL  Tier II will be individuals at the GS-11 through GS-13 who want to develop skills for leadership positions. TIMETABLE: Announcement of the training for both Tiers: August 2006 Application Deadline for Tiers I & II: September 8, 2006 Selection of Candidates: September 15, 2006 Training Orientation for Tiers I & II: September 20, 2006 Training dates on the following schedule are subject to vary due to conference facilities and staff availability. Tier I Training Schedule: Training Session 1: 23-27 October 06 Training Session 2: 04-08 December 06 Training Session 3: 19-23 March 07 Training Session 4: 04-08 June 07 Tier II Training Schedule: Training Session 1: 13-17 November 06 Training Session 2: 22-26 January 07 Training Session 3: 26-30 March 07 Training Session 4: 18-22 June 07 Training Session 5: 6-10 August 07 SUMMARY OF TRAINING CHARACTERISTICS: Training Orientation: Training kick off and introduction of a 360? leadership development assessment tool. The program requirements will be explained and the 360? assessment will be conducted. Individual and group reports are generated and provided during group and one on on e feedback sessions. Features of the 360 degree process include: " 360 degree Feedback: Input from ones supervisor, peers and staff offering an enhanced picture of ones leadership skills through additional perspectives. " Gap Analysis: Comparison of ones individual job strengths and task proficiencies with what is required in the current or target job. " Individual Feedback Report: Assessment data presented in graphic and narrative form highlighting job strengths and development needs. " Development Suggestions and Action Plan: To support ones identified development needs and assist in creating an individual leadership development plan. " Group Feedback Report: Cumulative report that identifies the organizations overall leadership strengths and target areas for development. " Professional Interpretation: Provided by our expert facilitator for group sessions and individual consultations. Program Training: The AFSC JTL  Tier I training will be customized to meet training needs identified by the 360 degree assessment. Th is program will be 7 months long and will include 4 weeks of formal classroom training. Instructors will engage participants in classroom discussion, group exercises, learning teams and reading assignments. The AFSC JTL  Tier II training will be customized to meet training needs identified by the 360 degree assessment. This program will be 10 months long and will include 5 weeks of formal classroom training. Instructors will engage participants in classroo m discussion, group exercises, learning teams and reading assignments Week one of both training programs will include instruction on command mission, goals and objectives, values, current and future challenges facing the AFSC. Week two of both Tiers I and II training will include a panel discussion by AFSC mid-level leaders on command missions, issues, opportunities, leadership strategies and career path planning. The vendor will provide the conference rooms, supplies and materials for all training conducted. The training for these programs will address the following knowledges, competencies and skills: " Integration of Assessment Tool feedback into draft Leadership Development Plan " Army Field Support Command, Joint Munitions Command and Army issues/challenges " Leadership Characteristics " 360 degree Assessment Instrument Overview and Action Planning " Emotional Intelligence " Stress Management " Problem Solving & Decision Making " Dealing Effectively with the Workplace Generation Gap " Life Planning & Balance " True Colors Inventory Assessment " Team Building " Meeting Management Skills " Communication Skills " Interviewing Skills " Marketing Yourself: Cultivating Your Professional Image " Presentation Skills " Harrison Inner View Assessment and Personal Consultations on Feedback Reports " Office Politics: How to Navigate Successfully Through Them&. " Stress Management " Resolving Conflict " Project Planning & Goal Setting " Diversity: Navigating the Workplace of Today " Chaos: Learn to Drive and Flow with Change " Effective Writing Skills " Conquering Workplace Negativity " The Art of Delegating and Coaching " Career Development " Effective Delegating Techniques " Climbing the Career Ladder " Maintaining Passion for Your Job Now and in the Future " How to Coach and Train Others " How to Create a Great Place to Work Experiential Learning Teams: Participants will work in experiential learning teams to address challenges facing AFSC currently and in the future. Teams will select and work on a project throughout this program. These teams strengthen leadership and inte rpersonal skills, stimulate commitment to personal development, and provide a forum to explore issues facing Army leaders. The instructor will be actively involved with the team during the program. The participants will meet with their team facilitators at the initial classroom session. At that time, the teams will select a project for action learning that they will research, complete and report on at the conclusion of the fourth seminar. Selection will be from a group of projects developed by the senio r managers/executive leadership team. Executive Interviews: Tier I participants will interview two senior leaders to discuss leadership approaches and accomplishments. Tier II participants will interview three senior leaders to discuss leadership approaches and accomplishments. One of the i nterviews must be with a senior leader outside of their organization. Leadership Readings: Each participant will select two readings (based upon their developmental needs) and prepare a written report. Developmental Work Assignments: Tier I participants will complete one 30-day developmental assignment away from their position of record. Each JTL Tier II participant will conduct two 30-day developmental assignments away from their position of record. Shadowing Assignment: Participants will complete two shadowing/mentoring assignmen ts, shadowing a GS-13 or GS-14 leader for at least two days each. Cross Training Days: Participants will complete two cross-training days with employees working in other functional areas. Participants will work with another employee for an entire day to see what type of work the employee performs in their functional area. Program Impact Paper: Participants will prepare a paper discussing your experiences during the program and how those experiences will impact your career plans and goals. The program impact paper will also include a discussion of your progress with each of the program component s. You will provide a copy of the paper to your first line supervisor. Graduation Week Activities: The vendor will provide conference room facilities and graduation week activities such as a graduation ceremony, plaques, etc. IT IS ANTICIPATED TO BE A FIRM FIXED PRICE CONTRACT WITH A BASE YEAR AND UP TO FOUR OPTION YEARS.
