Description
The Contracting Center of Excellence (CCE)  Washington, DC has a requirement for the U.S. Army Office of the Deputy Chief of Staff for Programs, Force Development Directorate, Joint Warfighting Analytical Requirements and Studies Branch (G8-FDA), to provide specialized software requirements analysis, software design, coding, testing, and training for new capabilities of CeaVA web application. The proposed contract action is for services which the Government intends to solicit and negotiat e using the authority of FAR 6.301-1, only one responsible source, Sonex Enterprise Inc, a software design company with proprietary ownership rights. This acquisition will consist of a (9) month base period with three one-year options. The NAICS code for this acquisition is 541512, size standard N/A. All responsible sources may submit a response, which, if timely received, will be considered by CCE. Interested persons may identify their interest and capability to respond to the requirement or submit propo sals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven days after date of publication of this synopsis will be considered by the Government. Sonex is the only known company with capabilities fo r the, Expert Analyzer (REQSPERT) and the Requirements Tracing Tool (RT2). These functionalities are a critical part of the CEaVa system, the combination of software capability, Knowledge Worker enhancement technology, system hosting, and maintaining fac ilities and program assessment experience are the qualities needed for this contract. Therefore, your capability statement should include detailed technical information and other technical literature demonstrating the ability to meet these requirements, sp ecifically compliance with the criteria listed above. A determination by the Government not to proceed with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is not to be construed as a commitment by the Government to award a contract nor will the Government pay for information solicited. Responses must be received by the point of contact at CCE no later than 10:00 AM Eastern Standard Time, of the response date identified in the notice.
