Description
The requirement is for logistics support for the United States Air Force Academy (USAFA) fleet of 32 aircraft (17 Blanik, 5 Schempp-Hirth, 7 Cessna and 3 Dehavilland). The fleet is generally used for flight training of Air Force cadets. Aircraft are stationed at USAFA and Peterson AFB, both located in Colorado Springs, CO. The period of performance is 27 Jan 07 through 31 March 07 for phase-in, a basic period from 1 Apr 07 through 30 Sep 07, five one year options, and 4 incentive one year options ending 30 Sep 16. This is a follow-on effort to contract F05611-00-D-M003. The requirement includes the performance of all maintenance and installation of modifications, including parts and labor, IAW the Federal Aviation Administration (FAA) regulations and the U.S. Air Force requirements for the USAFA fleet. The contractor will furnish tow aircraft and pilots for the non-motorized gliders (Blanik and Schempp-Hirth). The requirement also includes day-to-day maintenance, parts required, which shall be accomplished at both locations. The government will furnish petroleum, oils and lubricants (POL), some support equipment and facilities at both locations. The requirement includes unscheduled maintenance, including parts and labor. Supply support of all parts, including engines, will be a requirement of this contract. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
