- NOTE: All responses to this IFB shall be mailed to Western Area Power Administration, 5555 E. Crossroads Blvd., Attn: J1531, Loveland, CO. 805539 8986. Western Area Power Administration has a requirement for a contractor to provide all supervision, labor, materials, tools, equipment, transportation, and other resources necessary to complete this project. This project requirements are for the removal of 115kV conductor, overhead ground wires and associated insulators and assemblies; removal of 115kV wood pole structures, guys and anchors; relocation of wood structures and associated conductor and overhead ground wire; installation of 230kV wood H-frame and double circuit single pole steel structures, conductors, overhead ground wire, composite ground wire with optical fiber, and associated assemblies; installation of 115kV wood H-frame and single circuit pole steel structures, conductors, overhead ground wire, composite ground wire with optical fiber and associated assemblies; and installation of fiber terminations and optical splice enclosures. Work shall be conducted in Albany (82070), Carbon (82301), and Laramie (82001) Counties, in the state of Wyoming. A two part Notice to Proceed will be issued; material ordering shall begin 30 days after receipt of first Notice to Proceed and work shall begin 30 days after receipt of second Notice to Proceed. Complete all work 600 days after receipt of the second Notice to Proceed. The magnitude of this construction project is greater than $10,000,000. There will only be one award from this solicitation. Therefore, all Bidders must submit their bids on an "all or none basis". This solicitation will be issued on or about July 25, 2006. Bid, Performance and Payment Bonds shall be required. The closing date is on or about August 24, 2006. This acquisition is unrestricted. National American Industry Classification Code is 237130 and the applicable size standard is $28.5 million. The solicitation will be posted electronically at this web site. The specification and drawings will be issued hard copy. Standard Specifications will be issued on CD-ROM. Requests for specifications and drawings must be submitted in writing by faxing 970.461.7377 or by email (gutierre@wapa.gov). Information hours are from 7:00am (MT) to 3:00pm (MT), Monday through Friday.
