Description
This announcement is for information and planning purposes only and does not constitute a Request for Proposal. The U.S. Department of State requires management and consulting services for the Bureau for International Narcotics and Law Enforcement (INL) International Demand Reduction (IDR) Program. The Contractor must have extensive experience in developing demand reduction coalitions, organizing drug abuse conferences, and in providing substance abuse training and technical assistance INTERNATIONAL SETTINGS. Specific tasks under this requirement include: Updating and maintaining the INL IDR program website; Preparing six (6) issues per year of a DEMAND REDUCTION newsletter, approximately 2,000 copies per issue (the length of the newsletter is eight (8) to twelve (12) pages); Designing and administering a needs assessment questionnaire that measures training needs for FOREIGN drug prevention and treatment providers; Development and implementation of a demand reduction training program consisting of twenty (20) 1-week technical assistance visits, sixty-eight (68) bilateral training courses ranging from 1-2 weeks for 40-60 students, and eight (8) regional training courses ranging from 2-3 weeks for 40-60 students; Logistical support services for three (3), 1-week INL-sponsored international and regional demand reduction CONFERENCES; DESIGNING, EXECUTING AND REPORTING RESULTS FROM FEASIBILITY, BEST PRACTICE, AND PILOT STUDIES ON A VARIETY OF INTERNATIONAL DEMAND REDUCTION TOPICS (BEGINNING THIRD YEAR OF THE CONTRACT). The Government does not intend to pay for the information solicited and will not recognize any costs associated with submission of the information. Proprietary information is not being solicited. Information considered proprietary, if any should be identified as such.
