Description
NASA/ARC has a requirement for five (5) custom Aluminum fabricated monument signs with PMS painted colors and 3M vinyl copy with installation on existing concrete footing with wedge anchors. The contractor is responsible for the engineering and design of all components and materials, review with Fire Marshall, procurement of permits and the installation of signage. The signs shall be engineered, fabricated and installed to comply with ADA Standards, to comply with code requirements including Title 24, to span between structural supports as indicated, to withstand normal loads from gravity, impact and use, without failure, including breakage or deterioration of materials. Calculations signed by an Engineer licensed in the State of California must also be submitted. In regards to structural properties, specifically deflection, the requirements are- a. General: Under maximum code specified wind load pressure; do not exceed following overall span deflections. b. Normal to Sign Plan: L/175 or 3/4?, whichever is less. c. Parallel to Sign Plan: L/360 or 1/8?, whichever is less. The signs consist of a fabricated all welded free-standing backwall framing supporting an affixed curved fabricated aluminum sign panel. NASA/ARC intends to purchase the items from Thomas Swan Sign Company, Inc. San Francisco, CA based on California Certified Engineer approved permit drawings/designs; NASA Permit Board granted permit; level of experience and previous work in this area; and availability of delivery of this item. The Government intends to acquire these commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. PST on July 13, 2006 to Melissa Perkins at mperkins@mail.arc.nasa.gov. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
