Description
Request for Information This Request for Information (RFI) regards the integration and shipping of equipment used by emergency response personnel in the event of a Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) incident. The Naval Medical Logistics Command is seeking information from industry that will assist in the distribution of emergency response equipment. Specifically, this RFI seeks company capabilities, any estimated cost information, comments and suggestions for the requirement identified below that would provide the logistics support needed by Naval Medical Logistics Command. Requirement The Contractor shall provide CBRNE expertise to the Naval Medical Logistics Command (NAVMEDLOGCOM) in support of the Bureau of Medicine and Surgery, Emergency Medical Response , Department of Homeland Defense. This support shall ensure that the required CBRNE equipment is integrated into complete packages for delivery to designated Medical Treatment Facilities (MTFs). These services shall include integration of Commercial off the Shelf (COTS) equipment, and Government Furnished Equipments (GFE), inspection, shipping and tracking to various MTF?s worldwide. The contractor shall adhere to applicable Hazardous Materials Regulations (49 CFR Parts 171, 173, etc.) as they apply to the loading, unloading, and storage of hazardous materials (to include radioactive materials) during transportation and shipping. Contractor shall provide packing list which states item identification, item description, lot number, expiration date, manufacturer, manufacturers date, and quantity. Contractor shall pack and ship via government direction to prioritize list provided by the government. Contractor shall contact government representative on all matters that pertain to this initiative if changes are to be made. Possible CBRNE items the contractor will be required to ship: Personal Protective Equipment such as personal protective masks, level B/C suits, hazardous materials boots, positive airway pressure respirators, protective gloves and other individual equipment. Biological Warfare identification hardware such as sampling kits and detection equipment. Chemical warfare agent identification hardware such as detection equipment, and hand held identification systems. Radiological and nuclear detection equipment such as handheld radiation survey meters and electronic personal dosimeters and their reader hardware. Decontamination equipment such as shelters, showers, water heaters, submersible pumps, 1000 gallon bladders and other equipment required for the decontamination of personnel. Potential Navy MTF?s: The contractor will be required to ship to MTF?s world wide when requested by government representative. The Government representative will be responsible for providing an in the clear shipping address and notification to contractor for those items to be shipped. Some potential sites include but are not limited to San Diego, California, Portsmouth, Virginia, Japan, Guam, Hawaii, Britain, Spain, Italy, Bahrain, Kuwait, and Guantanamo Bay Cuba. Contractor Furnished Items The Contractor shall be responsible for all administrative supplies (e.g. office supplies, etc.) necessary to perform this contract. The Contractor shall furnish suitable warehousing facilities to receive, package, and ship the CBRNE equipment in accordance with applicable portions of 49 CFR Parts 171, 173. Government Inspection: Supplies/services shall be inspected by a Government representative at the packaging site to acknowledge shipping invoice contents prior to shipment to site. The government upon award will provide a contractor?s technical officer representative (COTR) as the Contracting Officer?s duly authorized representative. For the purpose of this RFI the Contractor will submit information that includes the Contractor?s past performance as it relates CBRNE, and estimated costs for consolidating, packaging, and shipping all of the listed CBRNE equipment. For the purpose of the RFI the Contractor should also submit a cost for fee to procure above CBRNE equipment if the Government should opt to utilize contractor procurement services.
