Description
1. Subject. Purchase Order for Generator Uprating Study Millers Ferry Power Plant, Alabama River, Alabama. 2. Contract Information. The U.S. Army Corps of Engineers intends to award a purchase order contract for an investigation of the existing generator features, characteristics, and limitations to produce a technical report regarding the maximum continuous ratings of generators 1, 2, and 3 at the Millers Ferry Powerplant, Alabama River, Alabama. 3. Project Information. The work shall consist of inspections and tests to assess the suitability of the generator for uprated operation; data collection, analysis of various components of the generating units to identify additional modifications that might be required to uprate the generators; and th e preparation of a technical report. 4. Selection Criteria. Selection for this purchase order will be based upon the following criteria listed below, shown in descending order of importance, first by major criterion and then by each sub-criterion. Crit eria a through c are primary, with criteria a and b equal, criterion c of descending value. Criterion d is secondary and will only be used as tiebreakers among technically equal firms. a. Specialized Experience and Technical Competence. The offeror s hall indicate ability to access original design information on the subject generators. The offeror shall provide an anticipated test plan for these generators, showing outages, tests, and inspections involved. The ability to access the original design in formation and perform the services without unit outages will result in greater consideration. b. Professional Qualifications. The offeror shall provide resumes showing design capabilities of staff assigned to this study. Significant experience with hydro generators manufactured by Westinghouse will result in greater consideration. Proposed personnel shall demonstrate experience performing similar studies including verification with actual unit uprating. c. Past Performance. Past performance on contracts with Government agencies and private industry with respect to cost control, quality of work,, and compliance with performance schedules. d. Small Business. Extent of participation of Small Business, SB, Small Disadvantaged Business, SDB, h istorically black colleges and universities, and minority institution in the proposed contract team, measured as a percentage of total estimated effort. 5. Price Proposal. Price is not a selection factor under this purchase order. In order to expedite the required services, the offerors are requested to submit a cost proposal at the same time as qualifications. 6. Administration.
