Description
Public Announcement for Program management services Request for Qualification and Industrial Day A major characteristic of this effort is its separation into Yongsan Relocation Program (YRP) and Land Partnership Plan (LPP, partial) programs (YRP/LPP) that are funded by the ROK; and 2nd Infantry Division (2ID) and land Partnership Plan (LPP, partial) ( 2ID/LPP) that are funded by the US. A broad range of professional program management services to include but are not limited to planning, program and project management, program and project tracking, project delivery, design management, construction management and quality control, constructi on cost estimating, program controls, program and project progress reporting, document management, transition planning, management information systems, training and commissioning for the YRP/LPP and 2ID/LPP movement to Camp Humphreys. It is expected that the Public Announcement for Industrial Day, the evaluation of the Request for Qualification (RFQ) and Request for Proposals (RFP) to select the ranked slate of consortiums will be conducted by the Republic of Korea (ROK) and US DCAs bas ed on the Agreed Procedures for the desired Program/Project Management Services. The ROK and US Governments will conduct negotiations and award contracts separately based on the respective nations contracting regulations/laws. The actual business relationship between the firms of this PM Consortium shall be determined by the partners in order to form the best management team. The YRP/LPP, a proposed $3.5 billion to $4.5 billion phased reconfiguration of Camp Humphreys as well as corresponding expansion of the base, access/circulation systems and necessary support facilities will be implemented over a multi-year period. The 2ID/LPP is a phased replacement of facilities to relocate US units from the facilities and areas to be retur ned to the Republic of Korea (ROK). The approximate value of the replacement facilities for 2ID/LPP is $3.5 billion to $4.5 billion. It is anticipated that 15 installations will be returned to the ROK and two (2) sites partially closed. A cost plus type contract will likely be awarded by the ROK and US Governments. The period of performance is estimated to be 3 years. Request for Qualification will be issued on 18 July 2006 and will close on 28 July 2006, 1700 hrs (Korea time). An industrial day will be held on 21 July 2006 at the MND Club commencing at 1400 (Korea time). Although attendance is not mandatory, intereste d parties are encouraged to attend. A presentation of this project and what it encompasses, along with an opportunity to ask questions, will be available during this Industrial Day.
