The United States Government, represented by the Department of State, is seeking proposals (OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS) Lima, Peru. The incumbent will be working under the general supervision of the NAS Management Officer, assists in managing or directing, one or more of the NAS management sections, including appropriate supporting service organizations. He/ she will be working out of the NAS facility located in the chancery of the American Embassy Lima Peru. PURPOSE: The DPM is a central position in the program management functional area and is responsible for assisting in managing the optimum mix of cost, schedule, performance and system supportability throughout the life cycle (design, development, testing and evaluation, production, modification and disposition) of the elements, which comprise the NAS management program. The incumbent is responsible for planning and managing and controlling the work efforts required for successful accomplishment of the assigned program (s). MAJOR DUTIES AND RESPONSIBILITIES: Major duties include, but are not limited to, the following: 1. PROGRAM ANALYSIS (40%): Analyzes needs and synthesizes requirements information to develop requirements for program initiatives and plans; participates in the development of an acquisition strategy and identifies and plans for the personnel and functional management support required to execute the acquisition strategy; participates in defining goals of the program and assists in the preparation of comprehensive program plans including directing the preparation of documents, specifications, requirements, criteria and standards; contributes to the determination of resources needs and allocation of resources (funding, manpower, facilities, etc.) for life-cycle management of assigned program(s) including evaluating the impact of new resource levels and analyzing all changes; coordinates Program efforts with other activities and personnel directly assigned or detailed to support the program(s); recommends to higher level program management the need to redirect efforts; and, provides advice to higher level officials on program status and on problems that require resolution or adjustments to plan and schedules. 2. MANAGEMENT (60%): Reviews, develops, and maintains office policies, procedures, and standards. Delegated responsibility and authority to plan, schedule, and carry out major projects concerned with the analysis and evaluation of programs or organizational effectiveness. Plans, directs and coordinates human resource functions dealing with NAS staffing, classification, recruitment, performance management employee awards. Reviews, revises, updates NAS position descriptions for 40 positions, both American and FSNs, in accordance with management goals and performance objectives. Recommends increases/decreases in staffing based on analysis of NAS mission requirements. Co-supervises NAS Management staff, including 2 American positions and 31 FSNs. This includes writing personnel evaluations and/or reviewing comments for above employees on a regular basis. Provides advice to NAS employees regarding Dept. of State rules, regulations and allowances, to include (among others) Separate Maintenance Allowances, Living Quarters Allowance, Travel regulations, and other DOS allowances/benefits. Housing: works with GSO on housing issues, and furniture to select appropriate furniture for Direct Hire officers, and to select appliances. 3. MINIMUM REQUIREMENTS A. Bachelor Degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in the military, law enforcement, international development, international affairs, or public administration, procurement/acquisition). B. Must be a U.S. citizen, subject to State Department security clearance; current or former National Agency check desired. C. Prior Work Experience: Management, Procurement, Contracting, Human Resources, Finance/Budget. Minimum 3 years full time experience, Supervisory experience mandatory. D. Specialized experience: Working experience that has equipped the candidate with a knowledge of the wide range of technical and business systems processes and practices used to manage systems or processes in acquisition, finance, logistics, transportation and information technology programs. This includes knowledge of the principles governing life-cycle acquisition Management with the Department of State Planning, Programming and Budgeting system, and the DOS acquisition management process. The position requires the ability to supervise and lead a team of subordinate staff members and a knowledge and understanding of personnel management and Equal Employment Opportunities (EEO) policies, E. Spanish language is required (2/2 level is required). F. Knowledge and skill in using information technology. Computer skills should include word processing and spreadsheet applications. Data base management, Internet services, and multi-source e-mail skills is desired. G. Must be physically qualified to live in Peru and willing to engage in frequent in-country travel to remote locations. H. Knowledge of Embassy organization and the complexities of interrelated activities as well as the familiarity with program, organization, and operation of other USG elements involved in counter-narcotics programs is desired. I. Knowledge of the political, economic, legal, and military environment of Peru and regional factors affecting counter-narcotics programs is desired. J. Familiarity with U.S. and Latin America counter-narcotics operations is desired. Supervision exercised: The Deputy Program Management Advisor assists the Management Officer in managing all the programs in the management portfolio and advising the NAS director. This includes both direct and indirect supervision of 35 FSNs, 2 Americans and 15 Corah personnel. Guidelines: guidance is provided from State Department and Administration policy and directives and operating Procedures regarding U.S. international narcotics control Matters. Since these guidelines provide only broad Guidance, originality, resourcefulness and ingenuity are Required to interpret, adapt and apply them to complex Program needs and situations. With approval by supervisors Incumbent may initiate new or modify procedures in Accordance with the mission counter narcotics program strategy and plan. Complexity: assignments involve organizations, operations And functions of significant complexity with interrelated Programs of both the USG and the GOP in a complex International environment. Scope and effectiveness: assignments or objectives sought Will involve extensive analysis and investigation to detect And resolve problems and will affect several interrelated Programs and impact on the efficiency and effectiveness of Future international narcotics control operations and Programs. Work environment: the work is primarily conducted in an Office. The incumbent will travel to locations in the tropics or to mountainous, high altitude terrain, which involves significant physical exertion. Some field sites have been declared hazardous duty locations due to hostile activities of the narco-traffickers and subversive elements and therefore pose significant risk to the incumbent while at these sites. Evaluation factors: Factor 1. Program analysis: must demonstrate the ability to plan, analyze, and implement an aquisition strategy for the program based on mission goals. Factor 2. Demonstrated experience in managing complex procurements/contracting, utilizing procurement regulations and guidelines, and experience in program development, execution and monitoring. Factor 3. Demonstrated ability to grasp complex program management issues, which include, but are not limited to: preparing complex program budgets for various programs; obtaining approval for unusual procurements, hr contract issues, and implementation of project proposals. Factor 4. Demonstrated experience with DOS rules and regulations regarding procurement, end use monitoring; sources for other contracting resources for example RPSO, Fort Lauderdale; familiarity with NAS/INL grant process, prior procurement with goverment purchase card or experience as a warranted officer. B. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. C.
