Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. The Request for Quote (RFQ) incorporates the clauses and provisions that are in effect through Acquisition Circular FAC 2005-10. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This Request for Quotes is a set-aside for small businesses. The North American Industry Classification Code System (NAICS) is 517410, small business size standard is $13,500,000.00. The Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) proposes to procure the following satellite system: ITEM 001 REGIONAL SATELLITE SYSTEM. STATEMENT OF WORK: (1) Background: Currently FEMA utilizes 2 Ku-band satellite ground stations as entry points into the FEMA Disaster Recovery Satellite Network (DRSN). Due to existing mission requirements FEMA has been given direction to acquire new portable satellite systems for all regional offices. FEMA has 10 regional offices. They are as follows: Region 1 ? Boston, MA; Region 2 ? New York, NY; Region 3 ? Philadelphia, PA; Region 4 ? Atlanta, GA; Region 5 ? Chicago, IL; Region 6 ? Denton, TX; Region 7 ? Kansas City ? MO; Region 8 ? Denver, CO; Region 9 ? Oakland, CA; and Region 10 ? Bothell, WA. Mt. Weather Emergency Operations Center (MWEOC) is currently the ground entry point for satellite service and the regional systems are to utilize the same facility. The MWEOC was selected because of location, accessibility, owned/operated and maintenance. Compound location: Latitude: 39 03.732? N Longitude: 77 53.309? W Altitude: 1700 Ft. Approx: distance to closest communications entry point, 400 Ft. The system listed above will allow for up to 15 data T1 transmissions, full and/or fractional and full motion 36 MHz video transmissions. (2) Vender responsibilities: 2.1 Vendor will be responsible for the procurement of all equipment and services listed below: A. All electronics and equipment in shock mounted transit cases not to exceed OSHA standards for two person lift. B. Antenna Systems transit cases transportable, GPS/auto acquire C. UPS 2.2 Design and provide detailed drawings of: A. Complete system diagram B. Deployment instructions C. Training material D. Antenna certification (3) Capabilities: 3.1 System capabilities 3.1.1 System will be capable of supporting a T1, incorporating Drop & Insert and fractional T1 technology. 3.1.2 System will support a minimum of 24 data and 24 voice simultaneous connections. 3.1.3 System will be transit case transportable. 3.1.4 System will be auto acquire. 3.1.5 System setup and movement is not to exceed OSHA standard for two person lifting. 3.1.6 System will be capable of transportation in a small truck and/or within airline standards to be carried as checked excess baggage. 3.2 Equipment Description 3.2.1 Antenna 3.2.1.1.Antenna System A. .75m Ku-band antenna or larger. B. GPS auto acquire of programmed satellite. C. Antenna controller D. Pedestal and antenna should be able to sustain operational winds of 25 Mph sustained and 45 Mph gusts. It must also withstand 60Mph in a stowed position. E. Feed assembly must provide linear polarization for both horizontal and vertical poles. It must therefore be able to rotate to a polarization position that is specified for each satellite in the viewable satellite arc. 3.2.2. Up Converter 3.2.2.1 Amplifier A. Ku-band Data Grade Up converter compatible with existing ground station. B. BUC power to match antenna size and be able to power through extreme weather conditions. 3.2.3 Down Converter 3.2.3.1 LNA A. Ku-band Data Grade Down converter compatible with existing ground station. B. Ku-band LNA System 80. 3.2.4 Modems A. T1 Drop & Insert 1:7 Modem system compatible with Comtech EF Data SDM-300A. The modems must be controllable remotely by personnel via its Engineering Service Channel (ESC). There must be the ability to patch a data terminal into this line pointed in either direction for terminal to terminal operations (1 terminal controls power balancing for all uplinks). 3.2.5 Voice Order Wire A. The Voice order wire manufactured by On-Call Communication includes Microphase MP-2030/Option 16 (Fast Acquisition) demodulator and MP-1040/Option 16 SCPC modulator. SCPC (Single Carrier Per Channel) modulators and demodulators manufactured by On-Call Communications (specifically) are used for coordination between the ground station and the remote station for T1 carrier configuration. This system must have the capability of having a continuous announcement for remote identification. A speaker and headset must also be supplied for monitoring and order wire communications. This system must also be remote capable to our NNOC via copper or fiber. 3.3 Other Considerations 3.3.1 All systems must have the ability to be remotely managed via a 10/100 Ethernet interface or serial interface. This system will include all line drivers and software allowing for remote configuration and control. The government will provide 50/125u ST fiber connections as well as CAT 3 and CAT 5 copper connections to each shelter. (4) Delivery and Acceptance: Systems will be made ready for government acceptance testing within 90 days of award of contract. Acceptance will be conducted by the government?s representative and the regional offices. Shipment of the systems to the designated locations will be the responsibility of the contractor. (5) Acceptance Test: All equipment will be inspected for any defects and to insure compliance with this SOW after delivery of all components are made. FEMA IT-EO-EI will develop a complete testing plan for the Official Government Acceptance Test (OGAT). The Engineering division will conduct full performance and evaluation tests with the Mount Weather Emergency Operations Center (MWEOC) and field units to ensure the delivered system meets all technical parameters prior to final acceptance and payment authorization. EVALUATION: The government will make award to the responsible offeror whose quote conforming to the stated requirements will be most advantageous to the government price and other factors (i.e., technical, past performance, price). All product requirements are mandatory. Failure to meet any of the requirements will eliminate that particular proposed product from further consideration. Offerors are to submit as part of their response, five recent sources that can verify past performance of similar items of comparable dollar value. DESCRIPTIVE LITERATURE (reference FAR 52.214-21): Failure of an offeror to submit descriptive literature for a proposed ?or equal? product will result in that product being rejected from further consideration. Further, descriptive literature which fails to show that the proposed product(s) complies with the requirements stated above will result in the rejection of that product(s). Proposal Preparation Instructions: The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Offerors shall provide a firm fixed-price for Item 001. Successful contractor must meet all the responsibility requirements of Subpart 9.1 of the Federal Acquisition Regulation (FAR). A written notice of award or acceptance of proposal, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Offerors are to include a completed copy of the provision at 52.212-3, (MAR 2005) Offeror Representations and Certifications-Commercial Items, with their response. The following clauses also apply: 52.212.1 Instructions to Offerors -- Commercial Items, 52.212-2 Evaluation -- Commercial Items The following factors shall be used to evaluate offers: (1) Technical, (2) Past Performance; and (3) Price. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.222-26 Equal Opportunity (E.O. 11246); 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793); 52.225-3, Buy American Act - Supplies (41 U.S.C.10). FAR Clause 52.204-7 Central Contractor Registration (CCR) applies to this RFQ. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD.
